U.S. Government Purges of Law Enforcement Training Material Deemed ‘Offensive’ to Muslims

The 26-page Special Report includes a detailed chronology, identifies specific Islamic propaganda organizations, and identifies five top “Islamist influence operators” associated with the Obama administration. More than 12 years of Judicial Watch work on national security issues is featured in the Special Report, highlighting information from government documents exclusively obtained by the organization.

If you would like to receive weekly emails updating you about all of our efforts to fight corruption, please sign up here.The heavily footnoted Report centers on the Federal Bureau of Investigation’s (FBI) purge of anti-terrorism training material and curricula deemed “offensive” to Muslims.  The curricula purge – documented through a Judicial Watch Freedom of Information Act (FOIA) lawsuit in June 2013 – occurred following a February 8, 2012, meeting between FBI Director Robert Mueller and various Islamic organizations.  According to the Report, the purge was part of a “broader Islamist influence operation” designed to “influence the opinions and actions of persons, institutions, governments and the public at-large.” The Report also documents incidents of “Islamic influence operations” at the Departments of Justice and State, the Joint Chiefs of Staff, and the Obama White House.

According to the Report, during the February 8 meeting, FBI Director Mueller assured the Islamic groups in attendance that the agency had ordered the removal of presentations and curricula on Islam from FBI offices around the country that were deemed “offensive.” One group that met with Mueller – the Islamic Society of North America (ISNA) – had been named by the government in 2007 as an unindicted co-conspirator in the Holy Land Foundation terrorist financing lawsuit, along with the Council on American Islamic Relations (CAIR), and the North American Islamic Trust (NAIT).

The Report lists the reasons given by the FBI for purging “offensive” training documents:

  • “Page 13 inaccurately states that AQ [al Qaeda] is responsible for the bombing of the Khobar Towers and that AQ is ‘clearly linked’ to the 1993 bombing of the World Trade Center.”
  •  “The Qur’an is not the teachings of the Prophet, but the revealed word of God.”
  •  “Remove sweeping generality of ‘Those who fit the terrorist profile best (for the present at least) are young male immigrants of Middle Eastern appearance.’”
  • “[A]uthor seems to conflate ‘Islamic Militancy’ with ‘terrorism’ and needs to define the difference and use it in their analysis.”

Included in the Special Report’s “Chronology of Recent Developments in Influence Operations” are the following incidents:

  • October 2011: 57 Muslim groups send a letter to White House demanding “purge” of all counterterrorism training materials and “re-education” of all FBI agents exposed to “Islamophobic” training.
  • October 2011: DOJ Civil Rights Division meeting with Islamic groups to discuss criminalizing criticism of Islam as “discrimination.”
  • October 2011: Joint Chiefs of Staff issues action directive to screen trainers for military intelligence and psychological operations based solely on Ackerman’s Wired report.
  • November 2011: White House responds to Muslim groups’ “purge” demand letter, agrees to set up inter-agency task force, including extremist Muslim groups, to oversee FBI counterterrorism training development.
  • January 2012:  U.S. Military Academy at West Point cancels an address by a highly decorated founding member of Delta Force and former Deputy Under Secretary of Defense for Intelligence, Jerry Boykin, after complaints from the Hamas front group CAIR.
  • February 2012: Islamic groups meet with FBI to ensure compliance with demanded Islamophobia” purge.
  • July 2012: Top DOJ Civil Rights official refuses to vow to Congress not to push Saudi-style blasphemy laws.
  • September 2012: Obama administration blames attacks on U.S. Embassy Cairo and the “Special Mission Compound” in Benghazi on a YouTube movie trailer.

According to the Report, “The Obama administration has been penetrated by Islamist influence operators, seeking to advance an ideological agenda completely at odds with our constitutional system.  The penetration is, in many cases, by the Obama administration’s invitation.  Some of the more public and controversial figures associated with the Obama administration have included:

  • “Rashad Hussain – U.S. Special Envoy to the OIC … has a history of participating in events connected with the Muslim Brotherhood.
  • “Huma Abedin – Long-time personal aide to former Secretary of State Hillary Rodham Clinton [whose] late-father, mother and brother are all connected to Muslim Brotherhood organizations or operatives.
  • “Daliah Mogahed – An advisor to the White House Office of Faith-Based and Neighborhood Partnerships.  Mogahed’s 2009 book Who Speaks for Islam? is viewed by many as an apologia for the growing power and influence of radical Islamists.  Mogahed is an unapologetic defender of unindicted terrorist conspirator organizations such as CAIR and ISNA.
  • “Momamed Elibiary – A Texas-based security consultant and Islamic cleric who was named to President Obama’s Homeland Security Advisory Council in 2010.  He has close ties to a convicted Hamas fundraiser and other radical Islamist causes ….
  • “Mohamed Magid – … President of the ISNA, an unindicted terrorist conspirator organization. Magid was appointed by President Obama to the Department of Homeland Security’s Countering Violent Extremism Working Group. From that position, Magid was key in influencing and directing the purge of training materials and policies in the FBI and other federal agencies.”

The Report concludes, “It is fair to say that not a single U.S. government employee goes to work each morning with the mission of identifying and defeating the Islamists’ active measures campaigns.  Large bureaucratic institutions are reluctant to ‘disturb’ operations with examinations for deception and manipulation.  Those same organizations are loath to raise those subjects in congressional appropriations requests and hearings fearing any political criticism. Until there is someone with the job of defeating the Islamist active measures campaign targeting our nation – and resourced to roll back the Islamists and win – the United States and her citizens are in grave peril.”

An Islamist Thanksgiving

Islamists even see Thanksgiving as a time to advance their cause. In the morning, Islamists exploited the parade and in the evening, Islamists assembled in Illinois for the “Conference for Palestine in the U.S.” And one of their favorite evangelicals was there to join them.

The organizer of the event was American Muslims for Palestine (AMP) and it took place at Crowne Plaza O’Hare in Rosemont, Illinois from November 28 to December 1. The Islamist group often works with interfaith coalitions and one of its very partners is Presbyterian Reverend Donald Wagner, former director and current board member of Evangelicals for Middle East Understanding.

Last year’s AMP conference had at least 13 Islamist speakers with pro-Hamas and pro-Muslim Brotherhood agendas and had education for children about their cause. Reverend Wagner was also on the speaker’s roster and is back again this year.

The AMP explicitly says that he “works internationally to educate Christians about the problems of Christian Zionism.” He falsely states that evangelicals support Israel only to trigger an Armageddon and the Second Coming of Christ. To put it another way, Wagner and his group see them as the Christian equivalent of Ahmadinejad.

And his group isn’t just talking among themselves and to Islamists that don’t need convincing. In November 2012, Wagner’s group held a Middle East briefing at the Billy Graham Center of Wheaton College. The speakers were hostile to Israel and support the Boycott, Divestment and Sanctions campaign.

Wagner’s fellow speakers at the Thanksgiving Weekend conference are prominent Islamists whose backgrounds are simple to find. He and the other non-Muslim speakers like Max Blumenthal and Josh Ruebner, National Advocacy Director of the U.S. Campaign to End the Israeli Occupation, have no excuse. They are either don’t care about the conference’s extremism or don’t care to know.

AMP Chairman Hatem Bazian is one of the Islamist co-founders of Zaytuna College in California. In 2004, he was videotaped calling for an “intifada” in America to “change fundamentally the political dynamics here.” He told Muslims to follow in the footsteps of Palestinians fighting Israel and Iraqis fighting U.S. forces.

Osama Abu Irshaid is a board member of the AMP. He used to be the editor for a Muslim Brotherhood front in the U.S. and legitimized Hamas’s attacks on Israel in 2010 as legally justifiable. He also has called Hamas “the resistance.”

Rashid Khalidi of Columbia University is well-known for his incendiary comments. He says he is a “severe critic” of Hamas but described the killing of Israeli soldiers as “resistance” in 2002. His wife also worked for the PLO when it was officially designated as a terrorist group by the U.S.

Abdelfattah Mourou is a co-founder of the Ennahda Party that currently leads Tunisia. The population that once elected it to power has since turned against it. It is essentially the Brotherhood’s branch there and he co-founded it with Rachid Ghannouchi, a prominent Islamist with a long record of extremism.

Sheikh Kifah Mustapha is an imam and Associate Director at the Mosque Foundation in Bridgeview, Illinois. He is an unindicted co-conspirator in the trial of the Holy Land Foundation.

The U.S. government specifically listed him as an elite operative of the U.S. Muslim Brotherhood as a member of its secret Palestine Committee. These operatives covertly advance the interests of Hamas through a web of fronts. He was even in a pro-Hamas band.

According to AMP, Mustapha is the chairman of the Quran Institute of the Chicago chapter of the Muslim American Society. He is also the President of the Shura of Islamic Family Counselors of America and chairman of the Illinois Council of Imams and Scholars. Several other positions are listed in his bio, reflecting the success the Brotherhood has had in building and infiltrating Islamic institutions in America.

How the Muslim Brotherhood Is Winning in America

jgJohn Guandolo is the author of Raising a Jihadi Generation: Understanding the Muslim Brotherhood Movement in America. He is also the founder of  UnderstandingTheThreat.com.

In 1996, Guandolo left the Marines to join the FBI’s Washington Field Office, focusing mostly on narcotics investigations until 2000. Shortly after the 9/11 attacks, he began an assignment to the Counterterrorism Division.

In 2006, Guandolo created and implemented the FBI’s first Counterterrorism Training/Education Program focusing on the Muslim Brotherhood. He was designated a “Subject Matter Expert” by the FBI and his program was praised by the FBI Executive Assistant Director in a brief to the Vice President’s National Security Staff.

The following is Clarion Project National Security Analyst Ryan Mauro’s interview with John Guandolo:

Ryan Mauro: In your new book, you estimate that about 2,000 non-profits in the U.S. are linked to the Muslim Brotherhood. How did you come up with this estimate?

John Guandolo: First, we must begin by remembering that the Islamic community in America continues to be led by the Muslim Brotherhood (MB) here. The first national Islamic organization in the U.S., the Muslim Students Association (MSA), was created by the Brotherhood in 1962-1963.

When the Holy Land Foundation for Relief and Development was indicted in November 2001, it was the largest Islamic charity in America, and it was a MB/Hamas entity. Hamas is the MB in Palestine.

In 2004, the FBI raided the residence of a senior Hamas/MB operative, Ismail Elbarasse, in Annandale, Virginia. In his home, the FBI discovered the archives of the Muslim Brotherhood in America. Much of the evidence, as you know, was entered into the U.S. v. HLF trial—the largest terrorism-financing trial ever successfully prosecuted in U.S. history.

Of the many documents, records and other items that were discovered, one was a recording of a senior MB leader—Zeid al-Noman—speaking to a group of Brothers in Missouri in 1981. This tape and the corresponding transcript were entered into evidence at the HLF trial and stipulated to by the defense.

While there are numerous documents discovered that make my point, this recorded discussion is, in my opinion, one of three pivotal finds at the Elbarasse residence. Al-Noman tells the entire story of how the Muslim Brotherhood came to America.

They first settled in Indiana, Michigan and Illinois, which explains why the MB’s largest organization, the Islamic Society of North America, is headquartered in Plainfield, Indiana. It explains why Detroit and Dearborn are points for significant jihadi activity, and why Chicago is the hub for Hamas in the U.S.

The MB set up “Usras” about 150 miles apart across the U.S. An Usra consisted of a few men. Each Usra would grow and establish itself in an area and as Muslims came from overseas, the Muslims already there would incorporate them into what was already going on.

As these small pockets of activity grew, the MB did exactly what their By-Laws said they would do. They established schools, mosques, clinics, shelters and the like to expand their influence in the community. By the early 1980s, nearly all of the Islamic organizations in America were established by the MB. A powerful beginning.

In 1983, the MB established the Islamic Society of North America (ISNA) to be the “nucleus” of their movement and, within the year, about 100 “Islamic Societies” were established across the U.S. In 1991, the Brotherhood published an “Explanatory Memorandum”—the strategic plan for North America. Following that, they approved and published the “Implementation Manual” which put into action the strategic plan.

When you track the number of Islamic non-profits created against the years in which they were created, there is a direct correlation between the MB strategic actions and the creation of Islamic non-profits.

Prior to 1983, very few Islamic non-profits were created except those that were created by the MB. In 1983, there is a spike of about 100, all of which are subsidiaries of ISNA. In 1992, after the publication of the strategic plan and Implementation Manual, there is a large spike in the creation of Islamic non-profits that never comes down again.

From that time to today, between 60 and 120 Islamic non-profits are created each year. A large number of those organizations match the organizations that the MB said it would create.

Here is an easy snapshop: There are over 2,100 Islamic Centers in the U.S. today. From investigation and research, we know a large portion of them are controlled by the MB. Through land ownership by the North American Islamic Trust (NAIT)—the bank for the MB—or through known MB leaders at these Centers, we know that a large percentage of the Islamic Centers belong to MB.

Today, there are over 600 MSAs on nearly every college and university campus. There are over 320 Islamic Societies and several hundred chapters of the Muslim American Society (MAS), the Council on American-Islamic Relations (CAIR), the Muslim Communities Associations, Islamic Teaching Centers and professional organizations like Association of Muslim Scientists and Engineers and Association of Muslim Social Scientists.

You see, “2,000” is an extremely conservative number.

Mauro: How much decentralization is there in the American Islamist networks? For example, could a CAIR or MAS chapter leader be a non-Islamist who agrees with the groups’ humanitarian and political work?

Guandolo: No. While there are people employed by these organizations who have varying levels of enthusiasm for the MB movement, the leadership of all of these organizations does not suffer from that problem.

Colleagues of mine have worked/studied at various military institutions, the National War College for instance. On several occasions, officers from Islamic countries have remarked on the significant and overtly-noticeable control the MB has here in the U.S. over the Muslim community.

The State Department has a program where they pay for imams to fly from overseas to the U.S. to meet with “Islamic leaders” here—almost all of whom are MB. One imam from Indonesia who is not supportive of the MB movement reported back to the U.S. Ambassador that this program should be shut down because the U.S. government, in this imam’s opinion, was paying for jihadis overseas to meet with jihadis here in America that have “control” over the Islamic community.

In my professional opinion, this aspect of the threat cannot be overstated. Prominent Muslim Dr. Zuhdi Jasser commented a few years ago that the MB controlled the access to the Iftar dinners at the White House and kept him out for several years.

Mauro: Is it possible that the Brotherhood-linked groups have evolved and become moderate over time? Some of their officials have admitted that Brotherhood ideologues set them up, but claim that they have since gone their own way.

Guandolo: This is utter rubbish. There is not one shred of evidence that they have slowed down their movement at all. All of the evidence points to a rapid acceleration of their plans. The influence of easily identifiable MB leaders inside our national security apparatus is evidence enough of their massive influence.

Men like Sayyid Syeed, Muzammil Siddiqi, Ishan Bagby, Mohammed al-Hanooti, Iqbal Unus, Ahmad Totonji, Hisham al-Talib, Yaqub Mirza and the children of the first-generation MB leaders (e.g. Suhail Khan and Zainab Alwani) are all heavily involved in the most prominent Islamic organizations in North America.

The U.S. Muslim Brotherhood is more powerful today than it has ever been.

Muslim Student Association’s College Jihad: Making America Sharia Compliant One School at a Time

In yesterday’s article, I provided a glimpse into the past and present structure of Saudi Islam’s well established Sharia compliant finance efforts and the Islamic tolerated financial infiltration of Washington D.C. Today, I offer a glimpse into the future. It will not be pleasant.

One would think that Islamic influences would have taken cover after 911. To the contrary, Islam has accelerated its efforts to establish its influence in our country by targeting our institutions of higher education.

If you are wondering what the future holds for American governance and public policy, look no further than the Saudi funded Muslim Student Association (MSA). Established in 1963, the Muslim Student Association, a not for profit funded by the North American Islamic Trust, “continues to serve Muslim students during their college and university careers by facilitating their efforts to establish, maintain and develop local MSA chapters.” Sounds innocuous. Let us take a closer look.

The MSA website provides instructional support to Muslim students on:

  • How to Start an MSA Chapter on your Campus.
  • How to Achieve Islamic Holidays on Campus.
  • How to Establish a Prayer Room on Campus
  • How to achieve Halal Food on Campus.

Colleges and Universities, including private Roman Catholic institutions are opening their minds and their hearts to the practice and promotion of Islamic principles. Why would a Muslim student choose to attend a very expensive college or university knowing—in advance of enrollment— that the campus did not accommodate a Sharia compliant life? Moreover, what would motivate private religious colleges and universities—specifically those that historically follow the teachings of Jesus Christ— to surrender to Muslim students requests?

The answer to the first question is very simple. There is a Jihad occurring on college campuses in America. A Jihad led by the Muslim Student Association’s national “Muslim Accommodations Task Force.” The objective of this Saudi funded task force is to acclimatize non-Islamic students to accept and incorporate Muslim students’ mandatory cultural duties and obligations into campus culture. That includes—and specifically targets—historical Christian and Roman Catholic Universities.

U.S. Liaison to Syrian Rebels Refuses to Answer Questions

The main liaison between the U.S. government and the Syrian rebels has declined to answer the Clarion Project’s tough questions and that should be of concern to all Americans, no matter where one stands on American involvement. The Syrian Support Group originally granted us an interview, only to be denied once the questions were sent. Since then, we have found additional links between the group and theMuslim Brotherhood.

The Syrian Support Group (SSG) says it stands for a “free, independent and democratic Syria.” It is acting as a go-between for the U.S. government and the Free Syria Army (FSA), a loose collection of Syrian rebel forces. It is passionately lobbying members of Congress to support U.S. military intervention and is based only blocks away from the White House.

Its website says it “is the only organization licensed by the U.S. government to provide financial and non-lethal support to the Free Syrian Army.” Last July, the State Department granted the SSG an exception to provide “services otherwise prohibited.” The first deliveries of U.S. aid to the FSA came through the SSG.

There is a power struggle between Islamists and moderates among the Syrian opposition. The Clarion Project reached out to the SSG to interview someone that could discuss this division. There has been tough criticism of those who support aid to vetted, non-Islamist elements of the FSA. The questions posed to SSG addressed this criticism. The result was disappointing to say the least.

On June 21, I emailed five questions to SSG Media Relations Director Dan Layman after he agreed to an interview. He changed his mind once he saw them. There was no answer. Finally, on July 3, I asked if I should jus state that the SSG is declining to comment. Layman said “that’s fair.”

These are the five questions that the SSG did not reply to:

1) What is the Syrian Support Group’s link to the Free Syria Army?

2) How do we know that the FSA is genuinely moderate and non-Islamist? A journalist who spent the past six months with them says that 60% are fighting for an Islamic state.

3) Why won’t the supplies that the U.S. provides the FSA fall into the hands of Islamist fighters like Jabhat al-Nusra?

4) What do you say about the concern that U.S. support for the FSA is paving the way for an Islamist takeover, like how the Muslim Brotherhood came to power in Egypt?

5) The chairman of the board of directors is Mazen Asbahi. In 2008, his U.S. Muslim Brotherhood linkages received some negative attention. For example, he used to be an official with Allied Assets Advisors, a group that has the same address as the North American Islamic Trust, a U.S. Muslim Brotherhood entity. Why should Americans look positively upon a group whose board chairman has those links?”

The controversies in Oklahoma and Alabama are just a glimpse of what the North American Islamic Trust is up to nationwide.

Local residents are challenging proposals to expand Muslim Brotherhood-linked mosques in Oklahoma and Alabama. The mosques’ land is owned by the North American Islamic Trust (NAIT) which was identified as a U.S. Muslim Brotherhood entity by the federal government and the Brotherhood’s own documents.

The Islamic Society of Edmond in Oklahoma was victorious over Reverend Paul Blair of Fairview Baptist Church, who protested the Islamic Society’s plan to construct an activity center because the land is owned by the North American Islamic Trust (NAIT) and the listed applicant for the permit is the Islamic Society of North America (ISNA).

1991 U.S. Muslim Brotherhood memo identifies ISNA and NAIT as one of “our organizations and the organizations of our friends.” The memo says its “work in America is a kind of grand jihad in eliminating and destroying the Western civilization from within.” Federal prosecutors designated both as unindicted co-conspirators in the trial of the Holy Land Foundation for financing Hamas. The two were listed as U.S. Muslim Brotherhood entities.

Blair’s testimony focused on these connections, but the planning commission in Oklahoma can only make its decision based on issues regarding land usage.

The Islamic Society of Mobile in Alabama is facing more difficulty as ithopes to build a 6,400-square foot mosque and a 5,000-square-foot school. The mosque says that the current buildings are “dilapidated” and must be replaced.

Initially, the planning commission voted in favor of the project, but the city council unanimously rejected its zoning application. In this case, residents insisted that their opposition has nothing to do with Islam. Indeed, none of the complaints have mentioned that the mosque is owned by NAIT.

The residents also did not focus on the fact that the mosque president’s son, Omar Hammami, has joined the Al-Shabaab terrorist group in Somalia, a branch of Al-Qaeda. He has appeared in Al-Qaeda propaganda videos and is called “The American.” He was radicalized by another mosque attendee and led the University of South Alabama’s Muslim Students Association chapter. The MSA, like NAIT and ISNA, is also listed by the Muslim Brotherhood as one of its fronts.

US Gov’t: Radical Muslims Approved, Moderates Shunned

A 2011 Department of Homeland Security (DHS) document released by The Daily Caller advises government agencies against training about the U.S. Muslim Brotherhood and to shun “Muslim reformers.”

Shockingly, the advisory committee that likely influenced these guidelines includes numerous individuals affiliated with the U.S. Muslim Brotherhood.

The document says it is a list of “tips for federal, state and local government and law enforcement officials organizing CVE [Countering Violent Extremism], cultural awareness, counter-radicalization, or counterterrorism training.” It was produced by the Department of Homeland Security Office for Civil Rights and Civil Liberties in cooperation with the National Counterterrorism Center.

The DHS suggestions in the document include:

Don’t use training premised on theories with little or no evidence to support them. Examples (from the report “Manufacturing the Muslim Menace”) of unsubstantiated theories include:

a. Many mainstream Muslim organizations have terrorist ties.

b Mainstream Muslim organizations are fronts for Islamic political organizations whose true desire is to establish Sharia law in America. Muslim Americans are using democratic processes, like litigation and free speech, to subvert democracy and install Sharia law.

The “Manufacturing the Muslim Menace” report cited depicts concerns about the U.S. Muslim Brotherhood as the fabrications of anti-Muslim bigots. Moreover, it defends the Brotherhood, saying it is a moderate group that wouldn’t use front groups in America.

In reality, solid evidence exists to the contrary – evidence ironically from the federal government’s own determinations as well as documents from the U.S. Muslim Brotherhood itself including a 1991 U.S. Muslim Brotherhood explanatory memorandum that explicitly states: “[O]ur work in America is a kind of grand jihad in eliminating and destroying the Western civilization from within.”

The Brotherhood memorandum lists “our organizations and the organizations of our friends.”  The list includes “mainstream” Muslim-American groups—the very same groups which appear to have influenced these very same Department of Homeland Security guidelines (see below).

Specifically, the federal government designated the Council on American-Islamic Relations (CAIR), Islamic Society of North America (ISNA) and the North American Islamic Trust (NAIT) as unindicted co-conspirators in the trial of the Holy Land Foundation for financing Hamas. Federal prosecutors labeled these three mainstream groups as U.S. Muslim Brotherhood entities in 2007. In 2009, the designations were upheld by District Court Judge Solis because of “ample” evidence linking them to Hamas.

The Clarion Project has broken numerous stories about other Islamist groups doing exactly what the DHS dismisses in the current training document as “unsubstantiated theories.”

For example, a Pennsylvania-based group, Sankore Institute of Islamic-African Studies International (SIIASI), tells Muslims to engage in “litigation jihad” to advance Sharia law in America.

A California-based group, the Assembly of Muslim Jurists of America (AMJA), which issues authoritative fatwas, or religious declarations, said in a 2007 Arabic paper presented at one of its conferences it recommends that Muslims become judges and use deception to implement sharia law to the best of their ability. To call their rulings unsettling would be a gross understatement.

These are important facts but the DHS guidelines would leave law enforcement personnel ignorant of them.

On the topic of “Muslim Reformers,” the DHS document had this to say:

Don’t use trainers who answer primarily to interest groups. For example, trainers who are self-professed “Muslim reformers” may further an interest group agenda instead of delivering generally accepted unbiased information.

This is a chilling reflection of how the U.S. Muslim Brotherhood-linked groups have succeeded in marginalizing their competitors. (SeeThe Clarion Project.org’s CAIR Lashes Out at Non-Islamist Muslim Group where CAIR labels their competitors as being part of an “Islamophobia” network.)

In fact, the Brotherhood groups have become treasured partners of the Obama Administration, while their opponents have been shut out of the policy process. Radical Islamists with known connections to terrorism have had an open door to the White House, but moderate Muslims are not among the list of invitees.

Media Unable to Discern Fact from Fiction Regarding John Brennan

In the aftermath of my interview on the Tom Trento show last week, some in the media seem unable or unwilling to grasp some basic facts about the threat environment in America these days.  In response to numerous omissions in the dozens of stories covering my interview stating that John Brennan is “Unfit” to be the next Director of Central Intelligence, please allow me to share facts and evidence with you about our threat landscape.

The largest terrorism financing and Hamas trial in U.S. history was U.S. v Holy Land Foundation for Relief and Development (HLF), which was adjudicated in 2008 in Dallas, Texas.  HLF and its leadership were found guilty of funneling over $12 million directly to Hamas.  At the time it was indicted, HLF was the largest Islamic charity in America.  A great deal of evidence entered into the HLF trial came from material uncovered during an FBI raid in Annandale, VA in 2004 where the archives of the Muslim Brotherhood in North America were discovered.  These strategic documents, financial documents, audio/video tapes, photos and the like revealed the Muslim Brotherhood’s strategies, plans, tactics, organizations, and leadership in America.  Evidence revealed the very first Islamic organization formed in America – the Muslim Students Association (MSA) – was formed in 1963 by the Muslim Brotherhood.  Today, there are over 600 MSA chapters across the U.S.  From the MSA, the largest and most prominent Islamic organizations in the U.S. were created by the Muslim Brotherhood including the Islamic Society of North America (ISNA), the North American Islamic Trust (NAIT) and others.  NAIT holds the title/deeds to many of the Islamic Centers in America today.  Hamas is a Muslim Brotherhood (MB) organization, and wherever the MB exists, like in the U.S., the Special Section is always present.  The Special Section is the unit within the MB which conducts military operations – what we call “terrorism.”

In Part One, I explored the court documents in the case of Ghulam Nabi Fai, the executive director of the Kashmiri American Center (KAC) who admitted in a 26-page Statement of Facts at the time of his plea deal last December that he was an influence agent working for the Pakistani intelligence service, the ISI. He penetrated the halls of Congress and successive administrations over a 20-year period to help shape U.S. foreign policy in Pakistan’s favor.

As noted in the affidavit by FBI Special Agent Sarah Webb Linden that was the basis for the criminal charges filed in federal court against Fai, he was in constant communication with his ISI handlers, exchanging more than 4,000 emails between June 2008 and his arrest in July 2011. According to the FBI, the ISI spent more than $4 million funding Fai’s operation, funneling money to straw donors in the Pakistani-American community. The operation was coordinated by Zaheer Ahmad, a U.S. citizen living in Pakistan who was charged along with Fai in the case.

As I noted in Part One, while the establishment media reported on Fai’s arrest, the story virtually disappeared from all of the leading news outlets. But while the U.S. media was ignoring the scandal entirely, the matter was the subject of considerable media scrutiny in Indian and Pakistani media.

One curious episode that received no attention from the U.S. media was the strange death of Fai’s conspirator, Zaheer Ahmad.

Several months after Fai’s arrest, an extensive investigative piece (the only one ever published on the topic) by ProPublica noted Ahmad’s ties to Pakistani nuclear scientist Sultan Bashiruddin Mahmood. Mahmood had met with Osama bin Laden and Ayman al-Zawahiri prior to 9/11, wanting to help al-Qaeda obtain nuclear weapons. Ahmad told the ProPublica researchers:

In a phone conversation, Ahmad said he was free and working at Shifa. “Until this case is finished, I can’t discuss this,” Ahmad told a ProPublica reporter. “And it could be dangerous for you, too.”

Two days after the ProPublica exposé appeared, a bombshell report from the Hindustan Times placed Ahmad (Fai’s conspirator) at the meeting with Mahmood, Bin Laden, and Zawahiri just weeks prior to the 9/11 attacks.

Two days after that Hindustan Times article appeared tying him to the meeting with al-Qaeda leaders, Ahmad, who was living in Pakistan, dropped dead from a “cerebral hemorrhage”.

So within one week the following happened: ProPublica published an exposé examining Fai’s efforts on Capitol Hill on behalf of Pakistani intelligence; another report tied Fai’s charged conspirator in the case with meeting with Osama bin Laden just weeks prior to the 9/11 attacks; and the conspirator dropped dead.

Yet that was not sufficient to stoke the curiosity of the American media.

Why did this story get buried?

To summarize what we know of Ghulam Nabi Fai:

  • He came to the U.S. to study under one of the top Muslim Brotherhood leaders, Ismail Faruqi, who founded the International Institute for Islamic Thought, which was identified by U.S. Customs as the hub of terrorism financing in the U.S.
  • Fai later served as national president of the Muslim Students Association (MSA), during which time, according to an email cited in the FBI affidavit, he began serving on behalf of his Pakistani ISI masters.
  • He then served on the Shura Council for the Islamic Society of North America (ISNA).
  • The wife of ISNA’s longtime Secretary General and present Director of Interfaith Outreach Sayyid Syeed was one of the original incorporators of KAC. Syeed had preceded Fai as national president of the MSA.
  • According to IRS filings, KAC’s Pakistani intelligence influence operation was launched with a $20,000 loan from the North American Islamic Trust (NAIT), which owns the property to hundreds of mosques around the country.

No doubt these organizations would say that their associations with Fai are ancient history and that they had no knowledge that Fai was operating on behalf of Pakistani intelligence.

But Fai’s involvement with these organizations continues to this day.

Federal prosecutors told the court in a sentencing memo that Fai’s cooperation with the FBI was lacking following his plea deal, particularly noting his lack of cooperation regarding “his involvement with the Muslim Brotherhood, and Pakistani terrorist groups.” (p. 9, fn. 3)

The story of the Pakistani ISI’s 20-year penetration into the heart of Congress, the State Department, the National Security Council, and the Pentagon should have been big news, especially since the U.S. government has identified the ISI as a terrorist organization in military tribunal documents.

But it wasn’t.

The media savaged Rep. Michele Bachmann and her congressional colleagues for daring to request an investigation into organizations that the U.S. government has gone into federal court and identified as front groups for the international Muslim Brotherhood yet somehow still considers helpful outreach partners. The story of how these same Islamic groups and leaders rushed to the support of Ghulam Nabi Fai and hailed Pakistan intelligence’s influence man on Capitol Hill as a hero even after admitting his crimes should be equally major news.

But it’s even worse than that. Fai was not only supported by these Islamic organizations, he served in senior leadership of these very organizations, which the U.S. government continues to consult with to help shape our domestic and foreign policy. These very same organizations are welcomed into the halls of Congress, the White House, the State Department, and the Pentagon to this day.

That’s the reason I believe the story of Ghulam Nabi Fai, the Kashmiri American Council, and the Pakistani ISI is the biggest D.C. spy scandal you’ve never heard about.

The staggering implications of what federal prosecutors presented in court about this matter under any other circumstances would have shaken Washington, D.C., to its core. Instead, the political and media establishment closes their eyes in self-imposed blindness.

And in the end, it will be the American people who reap the consequences.

Money Jihad: How Islamists Finance Their Operations

The following is RadicalIslam.or’s Security Analyst Ryan Mauro’s interview with the author of the Money Jihad blog about how the Islamist terrorism continues to be lavishly funded 11 years after the attacks of September 11, 2001.

Ryan Mauro: What legal loopholes are the Islamists using to finance their operations worldwide?

Money Jihad: Saudi Arabia’s approach to terror finance is a giant loophole in and of itself.  The Islamic zakat tax, what some call “Islamic charity,” is a massive source of jihadist revenues.  The Saudi Arabian Monetary Agency is supposed to approve charitable zakat transfers overseas, but it’s a fig leaf; the Saudis still fund the spread of radical Wahhabism abroad.  Also, it took Saudi Arabia’s Senior Ulema Council nine years after 9/11 to criminalize the financing of terrorism.  Whenever the Council comments on terror finance, it vigorously defends zakat in the same breath.  The Council won’t even define terrorism to include suicide bomb attacks against Israel.

In the U.S., we need a totally different approach to regulating hawala, the traditional Islamic system money transfer system that has helped fund terrorists.  But on balance I would say that most of the terror finance shortcomings in the West involve inadequate enforcement of existing laws rather than a lack of laws.

Ryan Mauro: What laws aren’t being enforced and why?

Money Jihad:  First, the Patriot Act prohibits providing material support to terrorism such as transferring money to Hamas.  The Holy Land Foundation (HLF) trial revealed that Islamic organizations such as the North American Islamic Trust and the Islamic Society of North America worked closely with HLF.  The Bush administration never intended HLF to be their final prosecution, but they ran out of time to pursue HLF’s associates.  Especially now that HLF’s final appeal was rejected by the Supreme Court, this would be a great time to enforce the material support provisions of the Patriot Act against HLF’s unindicted co-conspirators.

Second, the Foreign Agents Registration Act isn’t being enforced with respect to CAIR which engages in political activities in the U.S. but is funded from abroad.

Third, the nonprofit provisions of the Internal Revenue code are being abused by Islamic organizations that claim to be charities but are actually engaged in business activities.  For example, Islamic Food and Nutrition Council of America (IFANCA) is a certifier of halal foods.  It gets most of its revenues from inspecting food manufacturers that seek a halal certification label, but IFANCA claims tax-exempt status on the false basis of receiving revenues from charitable donations and grants, which is discredited by a simple review of their tax forms.  Canada does a better job than the U.S. of stripping bogus charity fronts of their tax-exempt status.

Fourth, Bank Secrecy Act and Treasury regulations require money services businesses, including hawala dealers, to register their business with the Treasury Department’s Financial Crimes Enforcement Network. One study showed that about 85 percent of hawala businesses simply ignore the requirement.

As to why these laws aren’t being enforced, I think it’s political.

Ryan Mauro: What methods are the Islamists using today to raise money, besides soliciting wealthy donors?

Money Jihad: Well, it’s not just about zakat from wealthy donors.  Folks like Amina Farah Ali in Minnesota, Shabaaz Hussain in London, and Irfan Naseer in Birmingham have fundraised for relatively small donations from individual Muslims to support jihad overseas.  A few thousand dollars from the West goes a long way to fund a holy warrior on the ground in Somalia.

But apart from zakat donations, there are a whole host of other Islamic taxes that receive less attention but are huge revenue stream for jihad.  Western reporters call it extortion, but the mujahideen don’t look at it that way.

Take for example two terrorist organizations with a ground game:  Al-Shabaab and the Taliban.  They have fighters on the ground and control definite territory.  Organizations like that rely to a great extent on levying Islamic taxes on the people under their jurisdiction.  The Taliban still gets money from ushr, the Islamic tax on harvests, which includes poppy yields.  Al Shabaab imposes harbor taxes, checkpoint taxes (a practice from the early days of Islam up through Ottoman times), and a zakat on the lucrative Somali charcoal trade.

Ransoms, which are also permitted against infidels by the Koran, are a major revenue source for organizations like AQIM and Abu Sayyaf.  For Hezbollah, the West focuses on their drug money, but they get a lot of money from khums, the Shia Muslim tax on individual profit.

Counterfeiting, Sharia finance, street crimes, welfare fraud — those are all being used as well in different parts of the world to fund terrorism, individual Islamists or both.

Why It Should Always Be Called ‘Hamas-CAIR’

Last Monday, the Supreme Court declined to hear appeals from the Holy Land Five: five former officials of what was once the largest Islamic charity in the United States, the Holy Land Foundation (HLF), who were convicted of funneling millions in charitable donations to the jihad terror group Hamas.  That effectively ends the story of the Holy Land Foundation, but since many of its co-conspirators are still active, notably the Council on American-Islamic Relations (CAIR) and the Islamic Society of North America (ISNA), the case is worth revisiting.

In 2008, the U.S. government filed a memorandum in opposition to the request from two of the groups linked to the HLF, the Islamic Society of North America (ISNA) and the North American Islamic Trust (NAIT), that the “unindicted co-conspirator” designation they received during the HLF trial be removed (it wasn’t).  The memorandum is a useful and illuminating summary of what some of the most prominent Islamic groups in the U.S. have been involved with.

It noted that some of HLF’s top officials, including Shukri Abu Baker, its secretary and chief executive officer; Mohammed El-Mezain, its director of endowments; and Ghassan Elashi, its chairman of the board, were charged with “providing material support to a foreign terrorist organization,” as well as with “engaging in prohibited financial transactions with a Specially Designated Global Terrorist, money laundering, filing false tax returns, and several conspiracy charges, including: conspiracy to provide material support to a foreign terrorist organization…conspiracy to provide funds, goods and services to Specially Designated Global Terrorist … and conspiracy to commit money laundering[.]“

And the HLF officials “were not acting alone.”  Rather, they were “operating in concert with a host of individuals and organizations dedicated to sustaining and furthering the Hamas movement. … The object of the conspiracy was to support Hamas. The support will be shown to have take several forms, including raising money, propaganda, proselytizing, recruiting, as well as many other types of actions intended to continue to promote and move forward Hamas’s agenda of the destruction of the State of Israel and establishment of an Islamic state in its place.”

ISNA and NAIT were among the groups listed as “members of the U.S. Muslim Brotherhood.”  During the trial, the government introduced evidence “expressly linking ISNA and NAIT to the HLF and its principals; the Islamic Association for Palestine and its principals; the Muslim Brotherhood in the United States and its Palestine Committee, headed by Hamas official Mousa Abu Marzook; and the greater Hamas-affiliated conspiracy described in the Government’s case-in-chief.”  The Islamic Association for Palestine, since shut down as a Hamas front, is CAIR’s parent organization.

The evidence introduced at the trial “established that ISNA and NAIT were among those organizations created by the U.S.-Muslim Brotherhood.”  They were listed as among those organizations dedicated to the Muslim Brotherhood’s stated goal, according to a captured internal document made public during the HLF trial, of “eliminating and destroying the Western Civilization from within and sabotaging its miserable house by their hands and the hands of the believers so that it is eliminated and Allah’s religion is made victorious over other religions.”

DNC Announces 2-Hour Islamic ‘Jumah’ Prayers After Rejecting Cardinal’s Blessing (And You Won‘t Believe Who’s Invited)

The Democratic National Committee is raising a number of eyebrows after announcing that it will be hosting Islamic “Jumah” prayers for two hours on the Friday of its convention, soon after denying a Catholic cardinal’s request to say a prayer at the same event.

Watch the promotional video, via the Bureau of Muslim Affairs, which is partnering with the DNC for the event.

The first two minutes are rather dry, but around 2:04 a muezzin sings the call to prayer with an American flag background, and the video “picks up” considerably:

Up to 20,000 people are expected to attend the Friday prayers and Jibril Hough, a spokesman for the Bureau of Indigenous Muslim Affairs (BIMA), said the purpose of the event is to hold political parties accountable for the issues faced by Muslim-Americans.

In particular, the event will target the Patriot Act, the NYPD, the National Defense Authorization Act, and anti-Shariah sentiment.

And while Muslim-Americans undeniably face distinct challenges, those who are well-informed on the dangers of radical Islam are expressing their doubts about the event.

Dr. Zuhdi Jasser, a devout Muslim and the Founder and President of the American Islamic Forum for Democracy, wrote:

The leaders of this event – Jibril Hough and Imam Siraj Wahhaj [are not] moderates. They are radicals. These individuals embrace Islamist supremacy and have demonstrated support for radical ideologies.

A quick Google search by the DNC would have shown them that Hough and Wahhaj are leaders in the separatist American Islamist movement. While they may be able to get a few thousand Muslims to attend the event, they are NOT going to be mainstream Muslims.  Most will likely come from Hough and Wahhaj’s radical networks that have long been entrenched in the Charlotte area. Make no mistake they are part of the Islamist movement.

Their jummah (group) prayer is…about empowering their Islamist and MB sympathetic groups into the very fabric of the political system so that Americans become anesthetized. We need American Muslims to speak up and marginalize these radicals. The DNC needs to understand and reject them because of their radical history and ideas.

The mosque of Jibril Hough, mentioned by Dr. Jasser, is owned by the North American Islamic Trust, which was named as an unindicted co-conspirator in the Holy Land Foundation trial as one of the entities “who are and/or were members of the U.S. Muslim Brotherhood.”

Siraj Wahhaj, the “Grand Imam” for Jumah at the DNC, is often considered a “moderate” because he was the first Muslim to give an invocation in the U.S. Congress, but as Robert Spencer notes, he has a number of troubling ties to dangerous radicals.  In the early 1990′s the man reportedly sponsored talks by “the Blind Sheikh” Omar Abdel-Rahman in New York and New Jersey mosques, and told his followers that the United States will fall unless it “accepts the Islamic agenda.”

New Evidence of Corruption Involving Sale of Michigan Public School Property to the Islamic Cultural Association

ANN ARBOR, MI – A stunning new development has come to light surrounding allegations of public corruption over the sale of Farmington Public Schools (FPS) property to the Islamic Cultural Association (ICA). On Wednesday, August 8th, Reverend Bruce D. Burwell, Senior Pastor of Light of the World Christian Center in West Bloomfield, read aloud a prepared statement on how the person in charge of FPS properties told him the property was not for sale when he expressed an interest in purchasing it for his church.  FPS subsequently sold the vacant Eagle Elementary school  property to the Islamic Cultural Association.

 

Pastor Burwell told the audience “how odd it was that in these bad economic times that the Farmington Hills School District would not be jumping at the chance to sell one of their buildings to an interested buyer” and “how odd it was that if they were seriously trying to sell the building, why did they not have a for sale sign up.”  He concluded his remarks by saying that “there is no doubt in my mind that something is going on.”

Pastor Burwell’s prepared statement has been forwarded to Michigan Attorney General Bill Schuette to consider as part of the request by the Thomas More Law Center that he empanel a citizens grand jury to investigate the allegations of corruption.

Pastor Burwell’s revelations are the latest in a series of allegations that FPS engaged in a NO-BID, secret backroom transaction with the Islamic Cultural Association while at the same time it was telling interested buyers that the vacant property was not for sale.  Pastor Burwell’s statement was delivered to a packed community briefing last night to discuss the basis for the allegations of corruption and the legal issues surrounding a civil lawsuit already filed against the school district.

In June 2012, the Thomas More Law Center (TMLC), an Ann-Arbor based national public interest law firm,  submitted a 22-page Statement of Allegations against the suburban school district to the Attorney General requesting that a citizens grand jury be convened to pierce “the fog of corruption”’ that has descended upon FPS  surrounding this highly irregular and controversial sale.

Records submitted to the Attorney General’s office included more than 400 pages of documentation supporting the TMLC allegations that FPS disregarded the recommendations of its own legal council, a specially convened internal committee and district residents in steamrolling through the secretly negotiated no-bid, below-market sale of valuable public property.

TMLC became involved in the case when it learned that according to the real estate broker who represented ICA in the purchase of Eagle Elementary, ICA owns and operates the HUDA, an Islamic school in the Village of Franklin, Michigan. The Council of Islamic Organizations of Michigan, reports that ICA shares direct ties to the Council on American-Islamic Relations (CAIR) and the North American Islamic Trust, Inc. (NAIT), both of which were named as unindicted co-conspirators/joint venturers in U.S. v. Holy Land Found. For Relief & Dev. (HLF), the largest terrorism funding trial in U.S. history.   Federal prosecutors proved that HLF worked closely with the U.S. designated terrorist organization Hamas to fund terrorist activities.

Among allegations of corruption, the TMLC filing details the district’s representations to several parties that Eagle Elementary School was not for sale and was slated for demolition.   All the while, records show, the district had discriminatorily granted exclusive consideration to and protected the bid of the ICA, with whom it was negotiating for months behind closed doors.

All citizens who value public transparency and accountability should welcome an independent grand jury investigation into this public school system scandal that has cost the students and taxpayers so dearly.  At a press conference yesterday, Attorney General Schuette reminded all:  “Public service is not a game.”  We couldn’t agree more.  And nowhere is it more important to assure integrity than in our public school systems.

 

FBI, DOJ SUED FOR INFO ON MUELLER’S SECRET MEETING WITH RADICAL ISLAMIC ORGANIZATIONS

Political correctness puts our national security at risk. Case in point: The FBI’s persistent kowtowing to radical Muslims in its approach to terrorism investigations.

I’ve written previously about the FBI’s Muslim sensitivity training programs.WorldNetDaily has done some outstanding reporting on workshops run by the FBI that “educate” agents about Muslim customs and beliefs in an attempt to help them to “break down barriers” and foster “mutual understanding.”

Well, now it appears the FBI has taken another giant step down a very dangerous path with FBI Director Robert Mueller’s secret meeting with radical Islamic organizations and allowing them effectively to “edit” the FBI’s training manuals.

Last week we filed a Freedom of Information Act (FOIA) lawsuit against the Obama Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) seeking access to records detailing a February 8, 2012, meeting between FBI Director Robert Mueller and Muslim organizations. Judicial Watch is also investigating the FBI’s subsequent controversial decision to purge the agency’s training curricula of material deemed “offensive” to Muslims.

On March 7, 2012, Judicial Watch submitted FOIA requests to the FBI and the DOJ seeking access to records regarding the meeting. We’re after “any and all records setting criteria or guidelines for FBI curricula on Islam or records identifying potentially offensive material within the FBI curricula on Islam,” and any directives to withdraw FBI presentations and curricula on Islam.

We’ve also asked for records of communications between the Office of the Attorney General and several entities, including the Obama White House, the Executive Office of the President, and Muslim organizations, such as the Muslim Brotherhood, the Islamic Society of North America, and the Council for American-Islamic Relations regarding the FBI’s curricula on Islam.

The FBI acknowledged receipt of our FOIA request on March 20, 2012, and was required to respond by May 1, 2012. The DOJ acknowledged receiving Judicial Watch’s FOIA request on March 14, 2012, and was required to respond by April 11, 2012. But so far, after months, we’ve received nothing from either agency.

According to the press, Mueller reportedly met secretly on February 8, 2012, at FBI headquarters with a coalition of Islamist organizations, some with radical ties to terrorist organizations.

For example, per The Washington Examiner, one group that reportedly met with Mueller – the Islamic Society of North America – “was tied to the terror groups Hamas and the Muslim Brotherhood in federal court documents.” The government named the Islamic Society of North America as an unindicted co-conspirator in the Holy Land Foundation terrorist financing lawsuit, along with the Council on American-Islamic Relations and the North American Islamic Trust.

Eric Holder Covers Up for Radical Islamists

By Ryan Mauro: U.S. Attorney General Eric Holder is in the spotlight after the House Oversight and Government Reform Committee voted to hold him in contempt because he is refusing to provide documents related to the Fast and the Furious scandal. But there’s another scandal you should know about. For over one year, he has refused to hand over documents about the Muslim Brotherhood network in the U.S.

Rep. Louie Gohmert (R-TX), vice chairman of the House Judiciary Committee’s Subcommittee on Crime, Terrorism and Homeland Security, confronted Holder about the matter on Thursday, June 21. Rep. Gohmert wants Congress to have access to documents from the trial of the Holy Land Foundation, the largest terrorism financing trial in U.S. history. Five Foundation officials were found guilty of funding Hamas and evidence introduced by the federal government shows it was set up by the Muslim Brotherhood’s secret “Palestine Committee” in the U.S.

Three prominent Muslim-American organizations were labeled by the federal government as “unindicted co-conspirators” in the trial-the Council on American-Islamic Relations (CAIR), the Islamic Society of North America (ISNA) and the North American Islamic Trust (NAIT). The documents requested by Rep. Gohmert for the past year were provided to the Holy Land Foundation’s defense team, yet are being denied to Congress.

“They are terrorists, and we wanted the documents you gave to the terrorists. We are a year later, and we still don’t have them,” complained Rep. Gohmert. Holder replied that he’d only provide what is already available publicly.

Rep. Gohmert is one of five members of Congress requesting investigations into the influence of Muslim Brotherhood-tied organizations and individuals in the U.S. government. As I reviewed here, this influence is far-reaching. It is very possible that the documents from the Holy Land trial would be embarrassing to many government officials, not to mention businesses and interfaith groups that have embraced Brotherhood entities. At the very least, they could provide further justification for the labeling of CAIR, ISNA and NAIT as “unindicted co-conspirators.”

The documents were originally requested on April 27, 2011 after reporter Patrick Poole broke the blockbuster story at Pajamas Media that Justice Department political appointees blocked the prosecution of one CAIR co-founder and, according to his high-level Justice Department source, other groups and individuals listed as “unindicted co-conspirators.”

Poole learned that Assistant Attorney General David Kris wrote a memo dated March 31, 2010 titled, “Declination of Prosecution of Omar Ahmad,” an individual who was present at a Muslim Brotherhood meeting in Philadelphia in 1993 to discuss how to support Hamas. The idea to create a new group was put forward at this meeting and Ahmad co-founded CAIR the next year. Ahmad was also personally listed as an “unindicted co-conspirator” in the Holy Land trial. The given reason to drop the prosecution was potential jury nullification but the source is certain that it was a political decision.

According to Poole’s source, “It was always the plan to initially go after the [HLF] leaders first and then go after the rest of the accomplices in a second round of prosecutions.” The original trial resulted in a mistrial, pushing back the planned prosecutions. The Obama Administration then came into office and they were stopped.

After the report broke, the Administration claimed that its predecessor had decided not to indict CAIR in 2004. Poole explains that this is true but it was because “They decided to get the bigger fish after they convicted the smaller fish.” Rep. Peter King confirmed that FBI officials and the U.S. Attorney’s Office in Texas, which prosecuted the Holy Land Foundation, were ready to begin the second round of prosecutions and were outraged at how the political appointees stopped them.
