OIC Seeks Global Watchdog on Free Speech

By Clare Lopez:The 57 members of the Organization of Islamic Cooperation (OIC) met in Cairo, Egypt February 6-7, 2013 with a full agenda of issues to address.

The U.S. Special Envoy to the OIC, Rashad Hussain, attended. One of the key takeaways from the two-day Heads of State Summit appears to be a renewed commitment to the Istanbul Process, the OIC-initiative to criminalize criticism of Islam globally.

According to Rizwan Saeed Sheikh, director of cultural affairs at the OIC general secretariat and spokesman for the OIC secretary general, the next session of the Istanbul Process will be held sometime in the spring of 2013 and will focus anew on getting individual nation states to draft laws that would criminally sanction “denigration of religions.”

Egyptian Press Confirms Washington Infiltrated By Islamists

The radical Muslim Brotherhood doesn’t just threaten Israel and Mideast peace. According to the Egyptian press, several of its operatives have infiltrated the U.S. government and are influencing policy here.

The respected Egyptian magazine Rose al-Youssef has identified at least six Brotherhood-tied agents of influence who have worked into positions inside the Obama administration.

The weekly publication, founded in 1925, said the operatives have turned the White House “from a position hostile to Islamic groups and organizations in the world to the largest and most important supporter of the Muslim Brotherhood,” an Egyptian-based jihadist movement that supports Hamas and al-Qaida.

President Obama backed the Brotherhood’s takeover of Egypt and has courted its front groups in America. Secret Service records show their representatives making hundreds of visits to the White House since 2009.

“The Brotherhood in America is committed to destroying the West from within,” former federal prosecutor Andrew McCarthy told IBD, citing secret documents unearthed by the FBI after 9/11. “It has spent half a century building a considerable infrastructure here,” largely with Saudi funding.

“Unfortunately,” he added, “our government has done much to empower the Brotherhood’s American network under the guise of ‘Islamic outreach.’”

The lengthy Rose al-Youssef article, translated from Arabic by the Washington-based Investigative Project on Terrorism, is largely unsourced.

But ex-FBI agents who have investigated the Brotherhood’s influence operations inside the U.S. confirm some of those named in the story have come under scrutiny. They include:

•  Mohamed Elibiary, a Homeland Security adviser who came under congressional fire for improperly accessing a federal database. The Egyptian magazine says he’s helped shape the administration’s counterterror strategy, including censoring FBI training materials dealing with jihad.

It also alleges he helped draft Obama’s remarks calling for former Egyptian President Hosni Mubarak to leave power. Mubarak had banned the Brotherhood as a terrorist group.

  Rashad Hussain, former White House lawyer and now Obama’s special envoy to the Muslim world. Hussain, who has defended convicted terrorist Sami al-Arian and other U.S. Brotherhood leaders, helped draft Obama’s conciliatory speech in Cairo, where he invited banned Brotherhood leaders.

•  Arif Alikhan, former assistant Homeland Security secretary for policy development and now a distinguished visiting professor of homeland security and counterterrorism at the National Defense University. As a Los Angeles city official, Alikhan worked with the Brotherhood-tied Muslim Public Affairs Council to derail police efforts to monitor radical mosques.

•  Imam Mohamed Magid, another Homeland Security adviser, who heads the Islamic Society of North America, or ISNA, a Brotherhood front named by the Justice Department as an unindicted co-conspirator in a criminal plot to raise millions for Hamas.

Brotherhood agents posing as “moderate” Muslim leaders — such as now-jailed al-Qaida fundraiser Abdurahman Alamoudi — have successfully infiltrated previous administrations. But law enforcement officials say Brotherhood infiltration is more extensive and alarming under Obama.

“The level of penetration in the last three administrations is deep,” former FBI special agent John Guandolo said. “For this president, it even goes back to his campaign with Muslim Brotherhood folks working with him then.”

Equally alarming, he says, the group also has placed several operatives and sympathizers within the U.S. military, further threatening national security. Guandolo says the government has ID’d hundreds of Brotherhood and Hamas fronts inside the U.S. but has shut down only a few due to political pressures.

“The Muslim Brotherhood controls about 500 organizations that are overt NGOs,” he said. “That means they’re running thousands of covert organizations we don’t know about and nobody’s monitoring.”

Rep. Louie Gohmert, R-Texas, has called for an investigation of the network and its influence on the federal government, particularly related to its support for the new Cairo regime.

An Egyptian magazine claims that six American Islamist activists who work with the Obama administration are Muslim Brotherhood operatives who enjoy strong influence over U.S. policy.

It may be instructive to examine some excerpts from recent remarks by US Government officials concerning the film at the center of recent violence in the Middle East and elsewhere in the Islamic world. The first excerpt is from remarks made by Secretary of State Hillary Clinton during a recent Eid (end of Ramadan) dinner at the State Department:

There is never any justification for violent acts of this kind. And we look to leaders around the world to stand up and speak out against violence, and to take steps to protect diplomatic missions from attack. Think about it. When Christians are subject to insults to their faith, and that certainly happens, we expect them not to resort to violence. When Hindus or Buddhists are subjected to insults to their faiths, and that also certainly happens, we expect them not to resort to violence. The same goes for all faiths, including Islam. When all of us who are people of faith – and I am one – feel the pain of insults, of misunderstanding, of denigration to what we cherish, we must expect ourselves and others not to resort to violence. That is a universal standard and expectation, and it is everyone’s obligation to meet that, so that we make no differences, we expect no less of ourselves than we expect of others. You cannot respond to offensive speech with violence without begetting more violence. And I so strongly believe that the great religions of the world are stronger than any insults. They have withstood offense for centuries. Refraining from violence, then, is not a sign of weakness in one’s faith; it is absolutely the opposite, a sign that one’s faith is unshakable.

In addition, Special US Envoy to Muslim Communities Rashad Hussain told Pajhwok Afghan News in an interview:

“It is a disgusting and reprehensible video. It is important to remember that the United States government has nothing to do with its production,” ……Not only the US government, but also communities of all faiths, including Christians, had condemned the production of the video, he said. ‘As a Muslim myself, I would understand why it would cause people to get upset. I understand the place of Prophet Muhammad (PBUH) in Islam, but at the same time, I also know that violence as a way of reacting to this offensive video is not consistent with anything.’ Rashid said he had read the description of the video, but he decided against watching it. It was clear from experience that attempts to stop people from posting this type of offensive content in the modern world did not always succeed, he added. ’We also have as a value in the United Stated freedom of expression, which is important and allows people to speak their mind, allows people like me to practice my religion freely as Muslim,’ the diplomat remarked. The envoy, who has been to Afghanistan several times and has travelled extensively in the Middle East and North African countries, said basically a small group of minority extremists was using the video as a catalyst for anti-US propaganda. ’Unfortunately, there are people in the world, still in minority, who use these types of videos to try to provoke outrage and violence. Because that is something that is rejected by all faiths, it is important that people do not fall victim to that,’ Rashid argued. ’The more and more people are able to discuss these issues in an intelligent way, the more and more people are able to learn about various religious faiths through dialogue; the more they would understand that those who would use violence are totally wrong,’ said the official.

Notably absent from Ms. Clinton’s list of faiths that have been under attack is Judaism. Since June 2007, the GMBD has cataloged a near constant stream of anti-Semitic invective emanating from the Egyptian Muslim Brotherhood as well as the global Brotherhood organizations. Recent examples include an Egyptian cleric who has given two recent sermons on Al-Aqsa TV in which he said he has met people all over the world who “thirst for the blood of the Jews” and that Jews have entered Egypt in order to commit crimes including deliberately infecting Egyptian girls with AIDS,  an article posted on the  Egyptian Muslim Brotherhood  website titled ”We can make peace with Israel, if you can make peace with cancer”  and articles recently posted on the Egyptian Brotherhood site with antisemitic motifs, including Holocaust denial and descriptions of the “Jewish character” as covetous, exploitative, and a source of evil in human society. Global Muslim Brotherhood leader Youssef Qaradawi, recently appointed to an Egyptian national board of senior Islamic scholars, is a noted anti-Semite who has called for the death of all Jews. It does not appear that any official of the U.S. government has ever publicly held the Brotherhood accountable for this vitriol, described it as “disgusting and reprehensible”, or condemned it in any pubic forum.

Rashad Hussain, the Obama administration envoy to the OIC, was for a short time embroiled in controversy after the GMBDR reported both his associations with the US Muslim Brotherhood and remarks that he had made in 2004 about the prosecution of convicted terrorist Sami Al-Arian that were later deleted from the publication that reported them.

Arif-Alikahn

Arif Alikahn, Former Department of Homeland Security Assistant Secretary for Policy Development:  Now a Distinguished Visiting Professor of DHS and Counterterrorism at the National Defense University, Alikahn also served as Deputy Mayor for Public Safety for the City of Los Angeles where he reportedly derailed the LAPD’s efforts to monitor the city’s Muslim community — particularly its radical mosques and madrassas where certain 9/11 hijackers were said to have received support. He is affiliated with MPAC, which has called the terrorist group Hezbollah a “liberation movement.”

 

Salam al-Marayati, Founder and Executive Director of Muslim Public Affairs Council (MPAC): Marayati is an Iraqi immigrant who drew national attention over a decade ago when then-House Democratic Leader Richard Gephardt nominated him to serve on the National Commission on Terrorism. Backlash over al-Marayati’s defense of Hezbollah and other Islamic groups prompted a withdrawal of the nomination. The Center for Security Policy reports that MPAC was formed in 1986 as the Political Action Committee for the Islamic Center for Southern California, one of the largest Wahhabi mosques in the country. While MPAC later fractioned-off, one of the founders of the Islamic Center, Hassan Hathout, was a senior member of the Muslim Brotherhood who also spent time in Egyptian prison.

 

Mohamed Elibiary, Homeland Security Advisory Committee Member: He is the former president of the Freedom and Justice Foundation, which was billed to ”promote a Centrist Public Policy environment in Texas by coordinating the state level government and interfaith community relations for the organized Texas Muslim community.” He spoke at a 2004 conference in Dallas praising the “Great Islamic Visionary” Ayatollah Khomeini.  Most recently he is famous for leaking highly sensitive intelligence documents to a media outlet in Texas.

Rashad Hussain, State Department Special Envoy to the Organization of Islamic Cooperation: The Global Muslim Brotherhood Daily Report uncovered that Hussain spoke at a conference sponsored by the Muslim Brotherhood affiliate, the Association of Muslim Social Scientists. An internal Brotherhood document dubbed the Social Scientists as one of “our organizations and the organizations of our friends.” Hussain also spoke at the Prince Alwaleed Center for Muslim-Christian Understanding of Georgetown University, which reportedly receives Saudi funding and is directed by Muslim Brotherhood advocate, John Esposito. In 2004, Hussain also participated in the Muslim Students Association’s annual conference, a group founded by the Muslim Brotherhood and known as one of its front-groups. The report also asserts that many of the Student Associations’ nearly 600 college chapters “have engaged in extremism and the group closely collaborates with the other Brotherhood fronts.”

Other Brotherhood sympathizers involved  in the administration but who tend to travel beneath the radar include:

Imam Mohamed Magid, Homeland Security Countering Violent Extremism Working Group Member : He is a Sudanese-born president for the Islamic Society of North America (ISNA) with alleged ties to the Muslim Brotherhood. ISNA’s parent is the Muslim Student Association. ISNA completed a $21 million headquarters in Indianapolis using funds raised in part from Muslim Brotherhood.

Eboo Patel, Obama Administration Advisory Council on Faith-Based Neighborhood Partnerships: Patel spoke at a Muslim Students Association and ISNA convention, appearing on a panel alongside Tariq Ramadan, grandson of the Muslim Brotherhood’s founder, and Siraj Wahhaj, who was named as a possible co-conspirator in the 1993 World Trade Center bombing and has defended the convicted WTC bombers. Wahhaj allegedly advocates the Islamic takeover of America.

Huma Abedin, Deputy Chief of Staff to Secretary of State Hillary Clinton: Perhaps most famous for being wife of the disgraced former congressman Anthony Weiner, Huma Abedin appears to have family ties to the Muslim Brotherhood. In an interview with FrontPageMag, anti-Islamist author Walid Shoebat explained that Huma’s mother, Saleha Abedin, is involved with the Muslim Brotherhood and that Huma’s brother, Hassan, sits in on the board of the Oxford Centre For Islamic Studies (OCIS) where he is a fellow and partners with other board members including “Al-Qaeda associate, Omar Naseef and the notorious Muslim Brotherhood leader Sheikh Youssef Qaradawi; both have been listed as OCIS Trustees.”

The Muslim Brotherhood Intelligence Failure

The Obama Administration and elected officials from both parties suffer from a profound misunderstanding of what the Muslim Brotherhood is. 

The State Department welcomes the Islamist group’s bid for the Egyptian presidency. It even told Customs and Border Protection not to conduct a secondary inspection of Brotherhood officials coming to the U.S., even though one of them was implicated in a child pornography investigation. Once in America, the Brotherhood delegation met with National Security Council officials. A spokesman defended the meetings because, in his words, it is “committed to democratic principles, especially non-violence.”

The claim that the Brotherhood does not advocate violence or terrorism is demonstrably false. It is only non-violent in Egypt because it would be counter-productive but it supports violence in Israel and elsewhere. In September 2010, the Brotherhood’s Supreme Guide, Mohammed Badi, declared that Muslims are obligated to wage jihad against the U.S. and Israel and must commit to “raising a jihadi generation that pursues death just as the enemies pursue life.”

The Muslim Brotherhood has never once condemned Hamas or its terrorist actions. In fact, the Brotherhood is an unwavering supporter of Hamas and the terrorist group is one of its affiliates. Hamas even changed its name to define it as “a branch of the Muslim Brotherhood-Palestine.”

The Vice Chairman of the Brotherhood’s political party in Egypt, the Freedom and Justice Party, says Hamas is a “resistance group” and that Egypt should host its offices. The Brotherhood’s website includes supporting “Palestinian resistance” as part of its platform. When Israel agreed to release over 1,000 prisoners in exchange for Gilad Shalit, the Brotherhood hailed it as a vindication of Hamas’ violent jihad. On November 24, top officials publicly called for attacks on Jews and a Brotherhood affiliate said Muslims must “revive the duty of jihad in all its forms.”

The Brotherhood is unflinching in its calls for the ultimate destruction of Israel. Former Supreme Guide Mehdi Akef says it will “resist them [Zionists] until they no longer have a country.” It flatly rejects a permanent two-state solution. Its most senior cleric, Sheikh Yousef al-Qaradawi, is among the most influential supporters of violent jihad and suicide bombings, calling himself the “mufti of martyrdom operations.” He says that the Holocaust was a judgment upon the Jews by Allah and that he hopes Muslims deliver the next judgment. He turned down the Brotherhood’s request to become its Supreme Guide in 2004.

Brotherhood apologists are quick to point out that the group condemned the 9/11 attacks and has publicly clashed with Al-Qaeda and Iran. Their only difference is over strategy. The Brotherhood still considered Bin Laden to be a Muslim holy warrior and when he was killed, it honored “Sheikh Osama Bin Laden” and endorsed “legitimate resistance against foreign occupation.” Brotherhood officials regularly speculate that 9/11 was a Zionist conspiracy. As for Iran, Brotherhood officials went there last year and said Ahmadinejad is the “bravest man in the Muslim world.”

The Brotherhood’s participation in elections does not mean it is truly democratic. Qaradawi preaches “gradualism” towards the implementation of Sharia-based governance. He is quick to point out that the Islamist definition of democracy is different than the West’s. He wants a “genuine type of democracy” that is “driven by the laws of Sharia.”

Khairat el-Shater, the Brotherhood presidential candidate in Egypt who has won the affection of U.S. officials, says the same thing. “Sharia was and will always be my first and final project and objective,” he says. He met with the Salafists, the very people the U.S. hopes he will counter, and assured them that he’d create a council of clerics to review and approve all legislation. A translation of a concerning speech he gave on April 21, 2011 has been published. He said that the Brotherhood agenda is “restoring Islam in its all-encompassing conception,” “instituting the religion of God” and “Every aspect of life is to be Islamicized.”

How’d we get to this mistaken view of the Brotherhood? There are a few reasons.
