#Benghazi: One Year Later

Twelve years ago the bloodiest terrorist attack ever on U.S. soil occurred. But, last year, the American people received another mournful September 11th tragedy.

One year ago today, the victims of the Benghazi, Libya attacks-Ambassador Chris Stevens, Sean Smith, Glen Doherty, and Tyrone Woods-lost their lives at the Special Mission Compound and CIA Annex in Benghazi. Others were seriously injured. Since then, no one has been held accountable for the inadequate security at the Mission, which ignored the so-called Inman standards, or for the failure to fully anticipate the attacks given Libya’s deteriorating security environment. This in spite of numerous requests for increased security, which were ignored by top officials in Washington, D.C. Danger pay was increased for those in Benghazi, but the security was not upgraded. “The takeaway from that, for me and my staff, it was abundantly clear, we were not going to get resources until the aftermath of an incident,” said Eric Nordstrom, former Regional Security Officer in Tripoli, at a November 2012 hearing. “And the question that we would ask is, again, how thin does the ice have to get before someone falls through?”

Last month, the American people were treated to the news that Secretary of State John Kerry had cleared the State Department officials that former Secretary of State Clinton had placed on administrative leave for their failure to take appropriate action in the lead-up to the Benghazi attack. In December, 2012, The Accountability Review Board “found that certain senior State Department officials within two bureaus demonstrated a lack of proactive leadership and management ability in their responses to security concerns…given the deteriorating threat environment and the lack of reliable host government protection.” “However, the Board did not find reasonable cause to determine that any individual U.S. government employee breached his or her duty.” It was this lack of “breached” duty that compelled Secretary Kerry to end the administrative leave for these officials and return them to State, albeit into different positions.

Who, then, will be held accountable for the Administration’s failures in Benghazi?

It seems that this Administration isn’t even interested in holding those who actually perpetrated the attacks accountable. “Two weeks after the Obama administration announced charges against suspects in the Benghazi attack, a large portion of the U.S. team that hunted the suspects and trained Libyans to help capture or kill them is leaving Libya permanently,” reported Fox News last month.

“Special operators in the region tell Fox News that while Benghazi targets have been identified for months, officials in Washington could ‘never pull the trigger,’” the news outlet reported. “In fact, one source insists that much of the information on Benghazi suspects had been passed along to the White House after being vetted by the Department of Defense and the State Department-and at least one recommendation for direct action on a Benghazi suspect was given to President Obama as recently as Aug. 7.” Pentagon officials dispute these claims, saying that the group in question was not specifically tasked with finding Libyan suspects responsible for the Benghazi attack.

Declassified Docs Reveal FBI Identifying Anwar al-Aulaqi as a Terrorist Day before He Spoke at Pentagon Luncheon

(Washington, DC) – Judicial Watch announced today that it has obtained documents from the Federal Bureau of Investigation (FBI) revealing that the agency had warned agents who spotted U.S.-born al-Qaeda leader Anwar al-Aulaqi to “approach with caution” the day before he spoke as an invited guest at a Pentagon luncheon.  The documents also reveal that the FBI proposed prosecuting al-Aulaqi in 2001 and 2002 on charges stemming from the Imam’s spending a total of $2,320 for seven documented encounters with high-priced Washington, D.C., prostitutes.

The documents were obtained by Judicial Watch pursuant to Freedom of Information Act (FOIA) lawsuit against the FBI and the Department of State seeking records related to the al-Qaeda leader killed in a CIA-led U.S. drone attack.

Specific revelations contained in the newly released documents include the following:

  • The FBI had already identified al-Aulaqi as a dangerous terrorist when he was invited to speak at a Pentagon luncheon.

The documents obtained from the FBI include a computer database record showing that an FBI employee searching for al-Aulaqi’s criminal history on February 4, 2002 – the day before al-Aulaqi spoke as an invited guest at a Pentagon luncheon – retrieved information identifying al-Aulaqi as a “terrorist organization member” and containing the following alert:  “Warning – approach with caution . . . Do not alert the individual to the FBI’s interest and contact your local FBI field office at the earliest opportunity.” [Emphasis added.]

  • Al-Aulaqi spent thousands of dollars patronizing prostitutes on several occasions in 2001 and 2002, and the FBI proposed prosecuting him on charges related to that activity.

The FBI records include a June 4, 2002, memorandum from Assistant FBI Director Pasquale D’Amuro to Office of Intelligence Policy and Review Counsel James A. Baker documenting al-Aulaqi’s use of prostitutes in the Washington, DC area on at least 7 occasions between November 5, 2001 and February 4, 2002 (the day before his speech at the Pentagon). The detailed memorandum seeks Bureau approval for the prosecution of al-Aulaqi for prostitution-related charges and notes that al-Aulaqi spent a total of $2,320 for the encounters[Emphasis added.] In addition, FBI surveillance reports indicate that al-Aulaqi sought and/or engaged the services of a prostitute on at least four more occasions in January 2002.

  • Al-Aulaqi’s doctoral education was financed by the World Bank and supported by the Government of Yemen.

The documents include a July 12, 2000 letter from the Center for International Programs at New Mexico State University (where al-Aulaqi received his Master’s degree) confirming that he was, “sponsored for a Ph.D. degree under the auspices of a World Bank Community College Project in Yemen. This project will pay for Mr. al-Aulaqi’s tuition and fees, books, health insurance, and living costs while he is pursuing a Ph.D. degree program.”

  • The FBI was investigating al-Aulaqi’s links to terrorism as early as 1999.

The records include a previously Secret memorandum dated June 15, 1999 from the Special Agent in Charge of the FBI’s San Diego office to the FBI Director requesting that the Bureau open a counterterrorism investigation into al-Aulaqi. As part of this investigation, agents conducted surveillance of his home and at the al-Ribat mosque in San Diego where he served as Imam more than two years before the 9/11 attacks.

According to FOIA documents previously obtained from the FBI by Judicial Watch, the FBI was aware as far back as September 27, 2001, that al-Aulaqi may have purchased airplane tickets for three of the 9/11 terrorist hijackers, including mastermind Mohammed Atta. On October 10, 2002, al-Aulaqi was detained at New York’s JFK airport under a warrant for passport fraud, a felony punishable by up to 10 years in prison. However, the FBI ordered al-Aulaqi’s release, even though the arrest warrant was still active at the time of his detention.

Iran has infiltrated a team of Quds Force terrorist leaders into the United States to attack from within in 2013, according to a source.

The source within the office of Ayatollah Ali Khamenei, the supreme leader of the Islamic regime, said the team is to create instability in America through terrorism should the U.S. fail to accept the regime’s illicit nuclear program, increase sanctions, confront Iran militarily or intervene in the Syrian civil war.

Members of the team, no more than 10 Quds Force officers, each lead cells totaling about 50 terrorists already in the U.S.

The source is risking his life not only to reveal the terror operation but to warn that Iran is pursuing its nuclear bomb program around the clock from several secret sites.

Details of the terror plot, meant to disrupt the West, have been passed on to U.S. officials, who are taking countermeasures.

The source said the team members, unlike the alleged Iranian operative Manssor Arbabsiar, who was arrested in a plot to assassinate the Saudi ambassador in Washington, D.C. in 2011, are highly trained and sophisticated.

The team leaders are all senior Revolutionary Guard officers who were recruited for this specific mission nine years ago on the recommendation of the Quds Force commander, Qassem Soleimani, and with the approval of security advisers to Khamenei.

Some of these individuals held high-level posts before joining the mission. One served as the security officer in the supreme leader’s office, another was a member of the special forces for intelligence and security in charge of protecting regime officials, two were in charge of security of ground and air transportation, another was a commander of recruiting assets, and others had experience in security and intelligence.

Anti-Terror Authorities Question Where Money Goes From Group With Special License From Obama Administration

In July, the Obama State Department approved an extraordinary license for a newly formed U.S.-based organization, the Syrian Support Group, to raise money for Syrian rebels – overriding the administration’s own sanctions and Obama’s Executive Order against such activity.

To some counterterrorism and terror finance authorities in Washington D.C., this extremely rare privilege raises considerable concerns.

This is especially true because two related figures with the organization, Louay Safi and Mazen Asbahi, have previously been tied to terror fundraising efforts by Islamic organizations identified by the U.S. government in federal court as fronts for the Muslim Brotherhood.

One U.S. Treasury official specializing in terror finance said:

This license sets a dangerous precedent because it gives complete and perfect cover to virtually all of their activities. They can honestly say, “I can’t be fundraising for terror because I have a license from the State Department.” But we have absolutely no idea where that money is going once it leaves the United States. And as the Supreme Court recognized in a court case a few years ago, money raised for terrorist groups is fungible.

The situation in Syria is so fluid, we don’t have the slightest idea who is actually benefiting from this money being raised here, and anybody from the administration who says that they do is bald-faced lying.

The Syrian Support Group was incorporated in April 2012, according to records obtained from the District of Columbia Corporations Division.

On May 24, the group sent a letter to the State Department’s Office of Foreign Assets Control, and on July 23 that same office issued the license – a copy of which was obtained by The Blaze – allowing them to “export, reexport, sell, or supply to the Free Syrian Army (‘FSA’) financial, communications, logistical, and other services otherwise prohibited by Executive Order 13582 in order to support the FSA.”

The Free Syrian Army is affiliated with the Syrian National Council governed by that group’s military bureau, which is overwhelming dominated by Islamist groups, including the Syrian Muslim Brotherhood. The SNC’s political director, Louay Safi, used to be one of the top Islamic advisers to the Pentagon and was only one of two officials authorized to certify Muslim chaplains for the U.S. military services.

The attorney who actually incorporated the Syrian Support Group and applied for the State Department OFAC license was a Chicago attorney, Mazen Asbahi. When running for president in 2008, Barack Obama appointed Asbahi to head Muslim outreach for his campaign – a position he held for only a short period of time.

After his appointment, several media outlets noted that Asbahi had previously served as a board member of the Allied Assets Advisors Fund, a division of the North American Islamic Trust (NAIT). NAIT was identified by federal prosecutors as a front for the Muslim Brotherhood in the Holy Land Foundation trial in 2007 and 2008 and named unindicted co-conspirator in the case. Prosecutors entered into evidence hundreds of wire transfers showing that NAIT was actually the conduit used by the Holy Land Foundation to transmit millions of dollars to the terrorist group Hamas.

Also joining Asbahi on the board of Allied Assets Advisors was Jamal Said, a Chicago-area imam who was personally named unindicted co-conspirator in the Holy Land trial. A February 2004 article on the front page of the Chicago Tribune reports on Imam Said raising $50,000 in one night for Sami al-Arian, the head of Palestinian Islamic Jihad in North America.

Asbahi came under fire when news of his leadership role with NAIT, his affiliation with Jamal Said, and his connections with other Muslim Brotherhood front groups was noted by several media outlets. While he claimed that he only served for several weeks with the NAIT organization (a claim he never provided evidence for) he nonetheless resigned his position with the Obama campaign, though he continued to work “unofficially” in support of Obama’s election.

Re-enter Louay Safi, the onetime Islamic adviser to the U.S. government and current political director of the Syrian National Council based in Doha, Qatar.

Safi’s relationship with the Pentagon ended in 2010 after it was revealed in media reports that he was teaching classes on Islamic theology to deploying troops headed for Afghanistan. What concerned some observers was Safi’s ties to terrorism, which included his being named unindicted co-conspirator in the Sami Al-Arian terrorism support trial, being caught on federal wiretaps in conversations with top terror officials, and having his office raided in 2002 by U.S. Customs in a wide-spread terror finance investigation.

Those revelations prompted 13 members of Congress to send a letter to Defense Secretary Robert Gates demanding an end to the use of Safi as an approved instructor. By year’s end, Safi’s role with the Pentagon had come to an end.

Less than two years later, though, Safi reappeared as the head of the Syrian National Council at a press conference held in Istanbul.

Which brings us back to the Syrian Support Group.

The fundraising efforts of the Syrian Support Group, incorporated by Mazen Asbahi, are directed exclusively to the Free Syrian Army, which is affiliated with the Syrian National Council, whose political director is Louay Safi.
