Whenever a law enforcement officer sees the Arabic word Wali or some phonetic derivation on storefront signage or advertisement, it is an indicator that there may be suspicious activity going on inside that business.
O you who have believed, do not take the Jews and the Christians as allies. They are [in fact] allies of one another. And whoever is an ally to them among you – then indeed, he is [one] of them. Indeed, Allah guides not the wrongdoing people.
Wali has several different meanings, making it confusing for the non-Arabic speaker. For example, Wali can be translated as an advisor, ally, custodian, friend, guardian, inheritor or protector, but representatives of Islamic advocacy front groups, while acting as a Wali the criminal world, will lie (distract) about the true meaning of what a Wali really is, in order to keep local and federal authorities looking in other directions.
Although few people outside of the money-laundering world have ever heard of Wali, that is just how potential criminals, and those who operate in the shadow world of fraud, like it. When a follower of Islam sees the word Wali he knows immediately that he will be working with fellow Muslims who follow Al-Sharia Al-Islamia or Islamic Law.
When dealing in financial matters, seeking help from a Wali is very important, because Islamic law forbids receiving interest on borrowed money, loans, transfers, and etc., while also forbidding observant Muslims from even holding a job in the interest-based U.S. financial industry.
Here in America the exact opposite is true; banking is a capitalist system, and interest is the customer’s transaction cost when doing money transfers, loans, mortgages, and just about any other transaction involving money.
For devout Muslims living in America, a simple transaction such as getting a loan or transferring money outside the country becomes a difficult obstacle to overcome, unless you have a Wali who can be immediately trusted to look after your best interests. However, if you’re a criminal looking to launder money (through what is also known as a Hawala network; see more below), a trustworthy Wali is a very important part of the process.
Law Enforcement, Money Laundering, and Financing Jihad
While recently traveling through Hamtramck, MI we passed a storefront with the name Walee Enterprises, Inc. Philip Haney pointed this out, while adding that the public display of the word Wali (or any derivative spelling) is the kind of indicator of possible illegal activity that he would look for when he was a Customs & Border Patrol (CBP) Officer.
Two elements are at work here:
First, financial Wali gives the same level of confidence to someone who seeks to be Shariah compliant (i.e., not to participate in transactions involving interest), as an FDIC insured transaction gives confidence to customers at American banks.
Second, law enforcement being generally unschooled in Islamic culturally accepted practices, makes it easier for a dark underground of financial Wali (and Hawala) to operate in plain sight.
Our Law Enforcement agencies over the decades have allowed Muslim advocacy groups like the Council on American Islamic Relations (CAIR), the Islamic Society of North America (ISNA), and the Assembly of Muslim Jurists of America (AMJA) to teach them what Islam is, and perhaps more importantly, what Islam is not.
The illegal activity often associated with financial Wali often escapes investigation because our law enforcement officers and lawmakers fall prey to the well rehearsed disinformationcampaigns of these Islamic advocacy groups.
For example, we see here on Facebook, that Walee Enterprise’s advertising indicates that the company does business with the Al-Arafah Islami Bank headquartered in Dhaka, Bangladesh.
The two initial indicators in this advertisement that should be of interest to law enforcement are:
Second, Al-Arafah Islami Bank advertises itself as being Shariah compliant. Shariah Law dictates that at least 1/8 (12.5%) of all profits earmarked for Zakat (Charity), must go to support Jihad (see Reliance of the Traveller, Section h8.5 thru h8.21)
Authorities should be interested in Walee Enterprises because they are choosing to do business with a foreign entity that may be funding terrorism.
According to an article dated September 18, 2012:
The Saudi based Islamic NGO Al Harmain Islamic Foundation which remained associated with Al Qaeda funding and which had set up its office in Dhaka, was known to operate its bank accounts through Al Arafah Islami Bank in Dhaka. The main source of funding of this NGO had been from the royal family of Saudi Arabia. Following the recent bomb blasts in Saudi Arabia and dismantling of its network by the Saudi Government, the outfit came under extensive scrutiny.
Hawala And Its Role In Money Laundering
Patrick M. Jost, Financial Crimes Enforcement Network (FinCEN), United States Department of Treasury wrote an extensive report titled, The Hawala Alternative Remittance System and its Role in Money Laundering.
Jost explains the financial Wali of Hawala like this:
“Hawala is an alternative or parallel remittance system. It exists and operates outside of, or parallel to traditional banking or financial channels. It was developed in India, before the introduction of Western banking practices, and is currently a major remittance system used around the world…often referred to as underground banking; this term is not always correct, as they often operate in the open with complete legitimacy, and these services are often heavily and effectively advertised. The components of hawala that distinguish it from other remittance systems are trust and the extensive use of connections such as family relationships or regional affiliations.”
“Even though Hawala is illegal from a regulatory standpoint in some U.S. jurisdictions, hawaladars advertise their services widely in a variety of media (ethnic newspapers have been the traditional place to find them, now some are using the Internet). Enforcement of these regulation is difficult with respect to Hawala. The advertisements are often printed in foreign languages, and wording like sweet rupee deals does not necessarily suggest remittance services.”
The list of the types of financial Wali cases that have been adjudicated in the United States and other western countries include:
Narcotics Trafficking, Terrorism, Alien Smuggling, Welfare Fraud, Insider Trading, Customs and Tax Violations, and hiding Gambling proceeds from taxation.
Cultural Wali And Assimilation
Cultural Wali allows the followers of Islam to set up a parallel Shariah compliant society while living in non-Islamic host countries like America.
FACT: Hezbollah is listed by the US State Department as a Foreign Terrorist Organization. Yet a July 27, 2006 Chicago Tribune article titled, “They’re 100% American, and pro-Hezbollah, U.S. Scrutiny resented in Dearborn” is a classic case study of Cultural Wali.
The above article reports:
“The question is: Are they (Dearborn citizens) loyal to the U.S. or to this terrorist group Hezbollah?” asked assistant U.S. Atty. Kenneth Chadwell, one of nine federal prosecutors investigating Hezbollah ties in metro Detroit…On the streets of Dearborn, Hezbollah is not seen as a terrorist group but as a heroic resistance force. Residents say the group led the “freedom fight” in Lebanon during 18 years of Israeli occupation.
“If the FBI wants to come after those who support the resistance done by Hezbollah, then they better bring a fleet of buses,” said Osama Siblani, publisher of the local Arab-American News and an outspoken activist. “I for one would be willing to go to jail.”
Thus, it should come as no great surprise that on May 31, 2017, Dearborn resident Samer el Debek was arrested on terrorism charges as a bomb maker for Hezbollah. Based on the 2006 report above, we know that Cultural Wali allowed el Debek to operate without fear of exposure in the majority Shia Muslim city of Dearborn. [USA v. Samer El Debek]
The facts and evidence presented makes a strong case that outward indicators of Financial Wali, should be enough probable cause for law enforcement to open up an investigation. We learned that actionable intelligence from the Muslim community members may be fraught with deception because helping the protectors of the ‘others’ (police) is a violation of Wali. Islamic communities of all sizes and sects have ways of dealing with their own people who break the code of Wali.
Allah Is The One And Only True Wali
According to Allah the Most High’s words in Quran 2.257, Allah is the Wali of those who believe, meaning Allah is their ruler, the one who guides them, helps them, and supports them.
Sorry to be the bearer of bad news, but the Qur’an verse states clearly, and repeatedly, that Allah is not the protector of non-Muslims (as we saw earlier in Quran 5.51). This is reiterated in Sharia, which specifically prohibits providing Zakat to non-Muslims (see section h8.24 in Reliance of the Traveller).
Every true follower of Islam on earth believes the Qur’an is the exact word of Allah, as transmitted to the Archangel Gabriel, who then transmitted it directly to Mohammad. Every word down to the last letter is the word of Allah and can’t be changed, altered, or innovated upon; the Qur’an is the perfected last and final testament of God for ALL mankind.
Thus, the Qur’an is the glue that gives Wali its power around the world. In fact, Mohammad conveyed the warning that it is punishable by death to ‘blaspheme’ (i.e., criticize, or seek to change) Islam, Mohammad, or Allah, and that is the fear and punishment element that holds Islam together.
Like everything else in Islam, the Quran is the glue that gives Wali its power and makes it a threat on par with Jihad in America. In fact, it is a form of Jihad, also known as Jihad Al-Jihad Bi-Al-Mal Fi Sabil Allah (Financial Jihad in the Way of Allah).
Bottom line – in many Muslim communities here in America, ‘See Something, Say Nothing’ is the motto to live by, literally.
In many ways, the concept of “protecting allies and friends” rather than those in the non-Muslim community encourages the separatist nature of Wali for the followers of Islam in the West. We already see this among non-Muslims living in any of the 57 Islamic countries, Allah has sealed their fate as Dhimmies (second class citizens), or subjecting them to lives of hardship, misery, and calamity.
Non-Muslims As ‘The Others’
The ‘others’ are all the non-Muslims on planet earth. Allah divided the world into Dar Al-Harb and Dar Al-Islam which translates from Arabic to the House of War and House of Islam. The United States is considered part of the Dar Al-Harb, because we follow our “man made” Constitution and Bill of Rights, instead of the Quran, Sunnah, Hadith, and Shariah.
To cite another example, the concept of Wali is the foundation for Saudi Arabia prohibiting non-Muslims from entering the Holy City of Mecca. Imagine a Catholic edict that only verified Catholics are allowed to enter the Holy City of The Vatican, or that only Christians can enter the National Cathedral in Washington, D.C.
Illegal financial Wali and “Hawala’ transactions regularly open the hidden portal to bigger cases like human and narcotics trafficking, and international terrorism financing.
The indicators of cultural Wali dictate that the Islamic community will not notify authoritiesof possible criminals and terrorists living among them. For example, it is common knowledge in Dearborn, MI gangs affiliated with Hezbollah have a thriving extortion racket enforced on local businesses.
This means law enforcement may have to go outside of the local ‘Muslim Bridge Builders,’ who may be more a part of the problem, than the solution. Muslim Brotherhood front groups like CAIR, ISNA and AMJA have been proven to be unreliable partners for the law enforcement agencies.
At the same time, Islamic outreach to law enforcement is targeted and strong. Islamic community leaders and advocacy groups like CAIR, ISNA and AMJA offer to work with law enforcement by telling them they will share intelligence with them about Jihadi’s operating inside their communities, yet these same groups reveal their true nature whenever law enforcement attempts to conduct a counter terrorism investigation without their knowledge and direct involvement.
The doctrine of Wali may be unsettling and difficult for the Western mind to wrap itself around, but this duplicitous concept comes directly from Mohammad, through the Qur’an and Hadith, and is also authorized by Sharia.
As long as Western thinkers, elected officials, and even law enforcement agencies fail to acknowledge the true nature of Wali, they will continue in their struggle to find an effective National Security policy.
