Is Welfare Funded Jihad Part of Radical Islam’s Playbook?

In Mid-February, TheBlaze published a story about Anjem Choudary, a famous British Muslim who preaches that England (and all of the world) should convert to Islam and install Shari’a Law as the law of the land. That story also featured a key bit of advice from the cleric telling Muslims that they should use welfare as a “jihad seeker’s allowance.”

Published reports say Choudary lives off the generosity of the British people — collecting an estimated $40,000/year — as he openly preaches for the destruction of their system as well as encouraging hatred and violence against Christians and Jews…all in the name of Allah.

After the reports surfaced that the family of the accused Boston Marathon bombing suspects have received upwards of $100,000 in welfare over the past decade, something clicked. Was Anjem Choudary’s statement about welfare being the “jihad seekers allowance” a widely accepted theory among Muslims in America and around the world?

We looked into the controversial cleric’s history and also did some extensive research into the concept of Muslims overwhelming welfare systems in democracies where they would be accepted and allowed to speak freely. It should be no shock to anyone that Mr. Choudary’s plan has been in plain sight for years. In fact, in 2010, he appeared on television and openly talked about his plans. He even addressed the subject of his welfare payments.

“They give us money, but we attack their system. The prophet said: ‘To who does the money belong? The wealth belongs to Allah, Take it, but don’t lie and don’t cheat.’ I don’t lie and I don’t cheat. If I am given wealth, I will take it, it is allowed for me. It is halal for me Islamically.”

Could this be a key plank in the plan for a Muslim takeover of the world? Possibly.

In this video lecture, Center for Security Policy senior fellow Stephen Coughlin explains doctrinal and historical background for the recent jihadist attack in Boston. Beginning with media reports willfully confused about the motivations of the Chechen Mulsim Tsarnaev brothers, Coughlin deconstructs the lineage of the ‘individual jihad’ vs ‘jihad by bands’ or secret, foreign-controlled cells.

 

Key Points:

1. The government and media’s ‘reality dislocation’ in false narratives for Boston jihadists’ motivations.

Political or ideological considerations are promoted ahead of actual analysis. Placing motivation on idiosyncratic psychological factors constitutes a lack of understanding that, at some point, could be understood as a campaign of  disinformation.

2. In one of the final pronouncements of the Ottoman Caliphate during WWI, the concept of “individual jihad” was outlined alongside other types of jihad.

The statement included a  Koranic proof putting “individual jihad” into context. The major schools of Islamic law agree that a “call to jihad” is binding, especially when issued from the seat of the Caliph. Another type of jihad described by the statement is “jihad by bands” (also known as brigands); “the most profitable of [jihad by bands] is that which makes the use of ‘secret formations’”– otherwise known today as terrorist cells.

3. Any analysis of the Boston bombing– especially considering the use of pressure cooker bombs– should have began with an awareness of al Qaeda’s 2010 change in strategy.

In it’s first edition of the English-language Inspire Magazine, Al Qaeda in the Arabian Peninsula outlined its change of strategy in its conflict with the West: it would move from an emphasis on ‘secret formations/organizations’ and ‘overt fronts and open confrontation’ to “individual jihad,” known as “lone-wolf terrorism.”

4. “How to Make a Bomb in the Kitchen of Your Mom.”

Inspire Magazine included a recipe for pressure cooker bombs in its first edition and, crucially, reprised that article in its most recent edition on “the Lone Mujahid” (the individual jihadist). Interestingly, the issue– which was released in Spring 2013, just in advance of the Boston attack– featured a photograph of Times Square on its cover. Note the next target of the Tsarnaev brothers was reported to be Times Square.

5. Convergence of al Qaeda and Muslim Brotherhood stages.

The inaugural edition of Inspire Magazine included a notice to da’wah-oriented Islamist groups like the Muslim Brotherhood; the message was that events on the ground in the Muslim world were primed for proceeding from ‘Mecca’ stage to the ‘Media’ stage, as according to the Milestones Process and the concept of Abrogation in Islamic law. Essentially, it is a call to go to war. In late 2010, the Muslim Brotherhood reoriented itself under new leadership and seemed to embrace the transition to the more militant phase, also putting emphasis on “individual acts of sacrifice” or jihad/martyrdom operations.[For more analysis of the Islamist convergence, see ‘Part 4: The Muslim Brotherhood, Arab Spring & the Milestones Process‘]

6. The winter 2012 issue of Inspire Magazine outlines what is meant by ‘Individual jihad’– with consideration to attacking large sporting events, of which the Boston Marathon was certainly one.

Inspire point out, also, that the lone jihadist should avoid killing foreigners from countries with which the Islamic ummah is not at war. In line with that guidance, the Tsarnaev brothers waited until most foreign nationals had finished the race and set off the bombs during the time when average Americans, for the most part, were in the blast radius.

7. What al Qaeda Really Wants, circa 2005.

Investigative reporting in Der Spiegel with remarkable access to and insight from al Qaeda strategists points to AQ goals and– surprisingly– how closely their milestones have been met. The “Fourth Phase” predicts the collapse of the relatively secular Arabic governments (in Egypt, Libya, Syria, Tunisia, etc), to be followed by the overthrow of the kingdoms. The Fifth Phase describes the rise of the Caliphate and the Sixth is “total confrontation” with the west. For a group that the Obama administration calls, “on the ropes,” they are well into their multi-phase plan.

8. “Against them Make Ready” and Convergence.

The Muslim Brotherhood’s motto as a da’wah organization, taken from the first words of Koran 8:60, is “Against them make ready.” The following phrase– “…and prepare against them to the utmost of your power” appears on the cover of the Spring 2013 Inspire Magazine special Lone Mujahid Pocketbook. Also in the same issue, al Qaeda re-published the pressure cooker bomb recipe. (Did they have any operational awareness?)

9. The Explanatory Memorandum’s “Process of Settlement.”

Analyzing the Muslim Brotherhood in America’s strategic document, as entered into evidence in America’s largest terrorism funding trial, US vs. Holy Land Foundation. From the Memorandum: “The process of settlement is a ‘Civilization-Jihadist Process’ with all the word means. The Ihkwan must understand that their work in America is a kind of grand jihad in eliminating and destroying western civilization from within and ‘sabotaging’ its miserable house by their hands and the hands of the believers so that it is eliminated and God’s religion is made victorious over all other religions.” In other words, the Muslim Brotherhood defines “settlement” as “a jihadist process.”

10. “Islamic Center of…” / Islamic Society of…”

Both phrases can be seen as “brands” indicating involvement of the Muslim Brotherhood at the leadership or foundational level. The Explanatory Memorandum goes on to describe how “The Islamic Center in every city… achieves the goal of the Process of Settlement” [defined earlier as a ‘Civilization-Jihadist Process’]: “The Islamic Center [is] in action not in words.. a seed ‘for a small Islamic society’ which is a reflection and a mirror to our central organizations.” In other words, Muslim Brotherhood-established and administered mosques in the United States should be assessed according to this mission. This is especially true for mosques with strong ties to MB entities like the Islamic Society of North America (ISNA) and the North American Islamic Trust (NAIT), both unindicted co-consprirators in the Holy Land Foundation trial.

11. The Islamic Centers’ mission is to “supply our battalions.”

The Explanatory Memorandum further defines the goals and strategic uses for its Islamic Centers: it “should be the same as the mosque’s role during the time of God’s prophet… when he marched to ‘settle’ the Da’wah in its first generation in Medina, from the mosque…” This makes clear the Muslim Brotherhood’s future vision; in the first generation of Islam, Mohammed used mosques in the Medina period as staging areas for attacks on non-Muslim tribes in Arabia. The military implications of this phrase are clear and important to understand.

12. “Islamic Society of…” Boston.

Founded by Abdulrahman Alamoudi, a long-time Muslim Brother who was convicted of attempted murder of a foreign dignitary with al Qaeda involvement. Similarly, Anwar al Awlaki was a popular and powerful voice of “moderate Islam” before revealing himself as the head of al Qaeda in the Arabian Peninsula. The lesson is, when dealing with Muslim Brotherhood, there are no sharp dividing lines between the that and more well-known “militant jihadist” groups.

13. The Purge of Counterterror Training.

Preferential, fast-lane treatment for Saudi visa applicants should be considered on a reciprocal basis, with verifiable Saudi progress in stopping funding for Wahhabi-Salafist mosque construction; Salafist and Muslim Brotherhood-affiliated imams; anti-Semitic, anti-Christian and anti-West curriculum materials and jihadi fighters everywhere on Sharia battlefields.

One of the more striking—and worrisome—aspects of the April 2013 Boston Marathon terror attack and the cross-border al-Qa’eda/Iran plot to bomb a passenger railway that runs between New York City and Toronto, Canada is the realization that all four suspects so far identified in the two plots had entered legally into the United States and Canada, respectively. Crossing legally into Western countries targeted for terror attacks, entering immigrant and refugee streams without drawing attention from security services, and blending into existing multicultural communities while establishing personas indistinguishable from those of tens of thousands of other new arrivals, appears to be a tried and true modus operandi for Islamic jihadis. It definitely worked for the fifteen of nineteen 9/11 hijackers who were Saudis.

Given the reality of that threat, brought home yet again to North America with these two latest plots, now is probably not the best time for the current administration to revive the visa program that allowed the Saudi government to help screen visa applicants for fast-track entry into the U.S. And yet, that is exactly what just happened: an agreement between the U.S. and the Kingdom of Saudi Arabia was reached in January 2013 that would accept Saudi applicants into the Global Entry Trusted Traveler program. Prince Mohammed bin Nayef heads the Saudi Interior Ministry that will screen Saudi applicants when the pilot program begins in 2014. To his credit, bin Nayef has led an internal Saudi crackdown against al-Qa’eda and survived an al-Qa’eda assassination attempt in retaliation. On the other side of the ledger, however, Saudi Arabia is the world’s foremost sponsor of both Islamic jihad and Da’wa [Islamic religious outreach], the source of funding and inspiration for promoters of Islamic Sharia law and anti-Western suicide bombers alike across the globe.

Boston Bombers Had Links to al Qaeda Terrorist Cells

The surviving Boston bomber Dzhokhar Tsarnaev has every incentive for insisting that he and his brother acted alone and out of “ideological” motives in the Boston Marathon bombings of April 15.

That was predictable.

What is surprising is the acceptance of this claim by his federal interrogators.

He can’t speak because of a wound to the throat. But did they really expect him to write down the names and addresses of his and his brother Tamerlan’s fellow terrorists and associates?

Dzhokhar was formally charged Monday, April 22, with using and conspiring to use a weapon of mass destruction. The charge related to the twin bombings of the Boston Marathon causing the deaths of three people including an 8-year old boy and injuring 180 others.

One way or another, the 19-year old Dzhokhtar is condemned to die – whether under a federal court sentence or from his injuries.

If he sticks to his story that they brothers acted alone in the cause of Islam, he dies a “a glorious martyr” to the sacred cause, celebrated across the radical Islamic world as a shining inspiration for more terrorist cells to go forth bearing his name.
Politicians are not the only ones who care about their legacies. To achieve this he must refrain from spilling the beans and lead the FBI inquiry up a blind alley.

DEBKA’s counter-terrorism sources say the investigation’s best bet would be to finally follow up on the treasure trove the Federal Security Service of the Russian Federation – the FBS – relayed to Washington in 2011. They not only fingered Tamerlan, who died in a shootout with the Boston police, as a “suspect Islamist terrorist” but revealed that he had toured radical Islamic mosques in Dagestan and Chechnya in search of contacts in jihadist terror groups. The Russians also appended a whole list of terrorist suspects of Caucasian descent in the Boston area.

Also worth following up is Barack Obama’s call to Russian President Vladimir Putin on April 19 to thank him for Moscow’s cooperation n the marathon bombing investigation

What was that about? What made Russian assistance valuable enough for the two presidents to agree on better cooperation between the FBI and the FBS?

And the content of a second conversation that took place at the height of the search for the Boston bombers would be highly relevant too. On April 17, Saudi Foreign Minister Prince Saud al-Faisal arrived unannounced at the White House and was immediately received by President Obama. Our sources report that he too handed a high-value dossier from confidential files in Riyadh containing data on clandestine Saudi terrorist cells in the Boston area.

By digging into an unsolved two-year old triple murder, the Boston Globe lifted a corner of the veil on the Tsarnaev brothers’ violent past in the service of radical Islam. The Boston police consequently reopened the case this week and are looking at Tamerlan for the murder of three young Jews found with slashed throats in a Waltham, Massachusetts apartment on Sept. 11, 2011. Brendan Mess was Tamerlan’s close friend, Erik Weissman, a Brandeis University graduate and Raphael Teken a devout Jew.

Look again at the date: The murders took place on the 10th anniversary of 9/11.

 

PRICE: U.S. terrorist threat growing with new breed of jihadists

The influence of radical Islam is on the rise around the world — and in the United States.

Mosques and Islamic schools called madrassas increasingly are teaching extreme, fundamentalist interpretations of the religion that presumably inspired the Chechen-born suspects in the Boston Marathon bombings.

“The way to gain influence among the Muslim community is to control the mosques — to control what people think — to have the right imam preach the right message,” says Steven Emerson, an award-winning journalist and author.

Mr. Emerson, executive director of the Investigative Project on Terrorism, shared with me shocking insights about the growth of radical Islam in the United States, noting that terrorist network cells have grown rapidly since 1991.

A map painstakingly produced by his nonprofit organization identifies 127 terrorist training and teaching centers in more than 36 states.

It also shows an al Qaeda presence in Ashland and Quincy, Mass., even though bombing suspect Dzhokhar Tsarnaev reportedly has told authorities that he and his older brother Tamerlan acted alone in the Boston Marathon attack, which killed three and injured more than 180 on April 15.

Tamerlan Tsarnaev reportedly posted videos of radical Islamic preachers on his YouTube page.

Mary Habeck, a researcher in radical Islam at Johns Hopkins University, said that Russian sheik Abdelal-Hamid al-Juhani is an “important ideologue for al Qaeda in Chechnya and the Caucasus … [and] preaches the form of Salafism that Tsarnaev was [allegedly] interested in — one that is usually associated with al Qaeda,” according to a recent report by The Daily Beast.

Salafism and Wahhabism are extreme, fundamentalist interpretations of Islam whose teachings have been gaining adherents around the world. They call for strict enforcement of Islamic or Shariah law under a global theocracy. The strictest adherents advocate the killing of unbelievers, or infidels.

One impetus behind the increase in these radical Islamic teachings is the work of a key U.S. ally in the Middle East — Saudi Arabia.

Saudi Arabia has sponsored several charities that have been spreading the Salafist and Wahhabist message, such as the al-Haramain Islamic Foundation and the International Islamic Relief Organization. Both charities have built numerous mosques and madrassas around the world.

In 2004, the Treasury Department accused the al-Haramain Islamic Foundation of having direct ties to Osama bin Laden, and the U.N. 1267 Sanctions Committee has issued a worldwide ban against the charity.

In a 2003 public hearing on terrorism, Mr. Emerson noted that bin Laden’s brother-in-law, Mohammad Jamal Khalifa, was the leader of the International Islamic Relief Organization. The U.N. has since listed the charity’s offices in the Philippines and Indonesia as being linked to al Qaeda.

Meanwhile, Saudi Arabia has financed more than 4,000 mosques and madrassas around the world, with more than 2,000 being built in the U.S. — a 50 percent increase since 2000 and a 100 percent increase since 1990 — mostly led by Wahhabi-trained imams.
