CAIR’s Shibly Defends Islamic Apostasy Death Laws

CAIR’s Hassan Shibly is the ‘Boy Terrorist’ because the UAE declared CAIR a terrorist organization and a Federal Judge declared CAIR an un-indicted co-conspirator in the largest terrorist funding trial in US History.

This video exposes the duplicity of Hassan Shibly, CAIR, and most importantly the true insidious nature of Islamic apostasy laws.

Hassan Shibly after hearing the gut wrenching story of how a young Dr. Masood was nearly killed by his parents and neighbors for converting from Islam to Christianity was handed a softball question by Mr. Kornman.

Hassan Shibly had the opportunity to condemn the Islamic apostasy laws that have brought much pain and suffering to millions over the last 1400 years. Instead, Mr. Shibly chose to imply that Dr. Masood was a liar and confirmed this by running away from Dr. Masood rather than engaging him in honest dialogue for the world to see.

I have heard Hassan Shibly and many other followers of Islam tell Western audiences that Islam is a religion of peace because the Qur’an says there is no compulsion in religion.

In an Egyptian TV interview Yusuf al-Qaradawi, one of the most respected leaders in Sunni Islam said, ” If they had gotten rid of the apostasy punishment, Islam wouldn’t exist today. Islam would have ended since the death of the prophet, peace be upon him. Opposing apostasy is what kept Islam to this day.”

It is these very same Islamic apostasy laws that hold Islam together through fear.

If the apostate is not killed for his apostasy, it is likely his/her family will disown them severing every familial and business lifeline the individual has ever known inside their community.

The fear of death for apostasy is a very strong motivator to keep the the followers of Islam in line to this day.

It is time for people of conscience to publicly condemn Islamic apostasy laws.

Codified Islamic texts, Umdat al-Salik aka Reliance Of The Traveller page 595 has Ijma or Consensus among Islamic scholars states, “Leaving Islam is the ugliest form of unbelief (kufr) and the worst…When a person who has reached puberty and is sane voluntarily apostatizes from Islam, he deserves to be killed.”

o8.4 Reliance of the Traveller, p. 596 states, “There is no indemnity for killing an apostate, or any expiation, since it is killing someone who deserves to die.”

o8.4 says that there is no punishment for any Muslim who kills an apostate because that is killing someone who deserves to die.

If a Muslim leaves Islam it falls on that apostates family to kill the offender. If the family does not uphold their honor and kill the apostate then the responsibility falls on the immediate family, cousins, and then the community at large.

According to Islamic law there is no time limit for the execution order to be carried out, by anyone.

Now that you know the context of Islamic Apostasy Laws it becomes easier to understand why Hassan Shibly behaved as he did in this video.

Islamic apostasy laws are Not compatible with our man made laws.

This is why Hassan Shibly’s gut reaction was to deny Dr. Masood’s story and requiring “verification”. Yet with Dr. Masood being no less than 20 feet from where this video was filmed, Mr. Shibly’s only safe play was to run away rather than confront and defend Islamic apostasy laws by engaging one on one with a man who nearly lost his life because of those same Islamic apostasy laws.

When I called Shibly a liar to his face he had two options. Most men would turn around and deny the charge of being called a liar with righteous indignation defending his honor, or run away.

Hassan Shibly, in this video, is the perfect object lesson of how a Muslim leader acts when being put in the position of having to defend his own words and the draconian Islamic apostasy laws.

Dr. Masood is 100% right when he says at 2:54 that the true nature of Islamic apostasy laws, “…paints not a good picture in the Western mind.”

It is time for individuals living in the West to condemn Islamic Apostasy Laws. More importantly, it is time for devout Muslims of conscience to render these archaic and horrific apostasy laws to the dustbin of history where they belong.

This topic is so important it doesn’t matter if you are liberal, conservative, communist, marxist, or even an anarchist – Islamic apostasy laws apply to each equally.

I hate to tell all you non-Muslims out there this but – Islamic Law is applicable to you as well especially when it comes to Islamic blasphemy laws.

IPT EXCLUSIVE: DHS Hires CAIR to Train French Officials

The Florida chapter of the Council on American-Islamic Relations (CAIR) facilitated a training session last week for a French police delegation, in conjunction with the State Department and the Department of Homeland Security (DHS)’s Community Engagement Office in Tampa, the Investigative Project on Terrorism has confirmed with DHS officials and other agencies.

This session stands in contrast with the FBI’s 2009 policy not to engage with CAIR outside of criminal investigations due to questions about the Hamas ties of its top executives. An FBI official wrote that “until we can resolve whether there continues to be a connection between CAIR or its executives and HAMAS, the FBI does not view CAIR as an appropriate liaison partner.” That FBI policy toward CAIR remains in effect, and was publicly reaffirmed in 2013.

CAIR-Florida issued a press release Dec. 8 giving details of the event, and posted numerous photos of the French delegation on its Facebook page. The training session was devoted to showing the French officials “how to effectively challenge violent extremist individuals of all backgrounds and prevent hate crimes, while protecting civil rights and challenging profiling and discrimination,” the release said.

Several French counter-terror officials received this training, including a representative of France’s Ministry of the Interior and many police chiefs.

1915They presented Nezar Hamze, CAIR-Florida’s regional operations director, with a medallion bearing the French national colors and inscribed: “Public Safety Departmental Directorate at Bouches-du-Rhone / Discipline – Valor – Devotion.”

“We appreciated the opportunity to communicate how restricting liberty encourages hate crimes and violence and that preserving liberty and civil rights is key to preserving peace and security,” CAIR-Florida Executive Director Hassan Shibly said in the release.

This indicates that the thrust of this training was devoted to discouraging counter-terror activities within Muslim communities, which CAIR often has falsely represented as infringing upon the civil liberties of Muslims. CAIR officials repeatedly urge Muslim Americans not to cooperate with the FBI.

DHS and the State Department participated in this CAIR training of French officials despite the well-documented record of CAIR’s ties to terrorists. Internal Muslim Brotherhood records obtained by the FBI place CAIR and its founders at the core of a Brotherhood-created Hamas support network in the United States known as the Palestine Committee.

CAIR’s Powerful Ties

CAIR officials enjoyed close relations with the Obama administration despite the FBI’s evidence linking it to the Muslim Brotherhood and to Hamas. DHS/State Department coordination with CAIR is nothing new. The State Department sent CAIR officialsabroad to conduct foreign outreach.

The State Department hosted CAIR officials in October 2015 to discuss Syria and “the need … to challenge [alleged] aggressive Israeli actions targeting the Al Aqsa mosque compound, one of the holiest sites in Islam.”

Top CAIR officials repeatedly received White House invitations and participated in White House conference calls. DHS collaborates with CAIR on numerous non-public projects, and funnels anti-terrorism funds allocated by Congress.

CAIR received a sub-grant of $70, 324 from DHS in 2015, records show.

Hassan Shibly: Terrorist Apologist

Considering Shibly’s statements that Islamist ideology has nothing to do with terrorism and the rash of jihadist attacks that have rocked France since January 2015, his involvement in the training should be cause for alarm.

In an April 21, 2013 interview with OnIslam, Shibly said that, “American political scientists have made it very clear that those who commit acts of terrorism have nothing to do with religion and are often motivated by political, not religious, reasons. Actually, such attacks can never be justified and truly are nothing more than the result of having a twisted and sick mind.”

In a June 2014 blog post, Shibly argued that the purported “FBI entrapment program targeting the Muslim community” was an example of tyranny that strayed away from the “great ideals of liberty, equality and justice.”

In his view, the FBI manufactures terrorists through sting operations such as that against Sami Osmakac, convicted in 2014 on charges of attempted use of a weapon of mass destruction and possession of a fully automatic firearm.

“I’m concerned that the government’s own tactics turned him into a greater threat than he could have been on his own,” Shibly told the Tampa Tribune in a June 3, 2014 article. “There’s no need to enable a Hollywood-style plot … Would Osmakac have had the ideas and the means to do this crime but for the government informant?”

Shibly also is helping a family sue the FBI, alleging an agent unjustly shot and killed a friend of Boston Marathon bomber Tamerlan Tsarnaev after hours of questioning in his Orlando home in 2013.

Independent investigations, requested by CAIR, completed by the Justice Department and a Florida state attorney found that Ibragim Todashev, a “skilled mixed-martial arts fighter,” attacked the agent shortly after acknowledging involvement in a separate triple-murder case in Massachusetts. Todashev continued charging after being shot, prompting the agent to fire more.

Shibly rejected the findings, saying only Todashev could “contradict the government’s narrative,” but he was dead.

Kareem Shora: CAIR’s Ally at DHS

According to a source, Kareem Shora played a key role in organizing the French delegation’s CAIR training. Shora serves with the Homeland Security Advisory Council (HSAC) and a Community Liaison Council with the Office of the Director of National Intelligence.

He has a long record of denying the nature and magnitude of the jihad threat. Last July, for example, Shora claimed that it was an “unfortunate reality” that Muslims were portrayed as “more vulnerable” to “potential recruitment to terrorist activities…including those represented by Daesh.” Instead of devising ways to counter this “unfortunate reality,” Shora said that the DHS was trying to “promote the notion” that Muslims were no more likely than anyone else to be recruited into terror organizations:

“It’s not because they’re Muslims. They represent nothing of Islam. Daesh represents nothing of Islam or a state for that matter, quote unquote. So I think our position, as U.S. government, is to advocate that point every opportunity we get. And from a Homeland Security perspective, in order to build a society that’s resilient to all threats, regardless of the nature of that threat, our job is to make sure that these communities don’t end up being categorized as being vulnerable, because they are in fact the ones most suffering as a result of those attacks.”

Shora helped leading Islamist figures attend DHS meetings, including Salam al-Marayati of the Muslim Public Affairs Council and, Ingrid Mattson of the Islamic Society of North America, records obtained by the IPT through the Freedom of Information Act show.

DHS could have turned to any number of organizations and people to work with the French delegation. Choosing an Islamist group whose ties to a terrorist group rendered it persona non grata with the FBI is either a sign of dangerous incompetence or institutional arrogance.

On August 21, 2016, Hamas (dba CAIR) conducted a briefing in Longwood, Florida led by Hamas leader Hassan Shibly (Director of CAIR Florida).  The briefing was focused on the “anti-Muslim network in the United States” and how to keep truthful information (“Islamophobia” according to them) from reaching local and state law enforcement.

The Council on American Islamic Relations – aka CAIR – is a Hamas entity.  There is no factual basis to dispute this.  CAIR is Hamas and Hamas is designated a Foreign Terrorist Organization by the government of the United States and many other nations in the world.

At UTT (Understanding the Threat) we refer to CAIR as “Hamas (dba/doing business as CAIR)” because that is who they are.  They are suit-wearing jihadis and should be treated as such.

As a matter of fact, when UTT’s own Chris Gaubatz was undercover as an “intern” at Hamas (dba CAIR), one of the documents he discovered, entitled “Proposed Muslim Platform for 2004” (dated 3/08/2004) was a planning memo in which leaders of CAIR stated they would work directly with Osama bin Laden. The document stated:  “Attempt to understand Islamic movements in the area, and start supporting Islamic groups including Mr. bin Laden and his associates.”

Now that we are clear about who is giving the presentation about “Islamophobia” we can continue.

In this brief clip from the presentation in Longwood, Florida, Hamas operative Corey Saylor states John Guandolo, founder and President of UTT teaches law enforcement officers that the Director of Central Intelligence John Brennan is a “secret Muslim” and mosques have no First Amendment rights.

In fact, UTT does not mention John Brennan in its 3-day “Understanding and Investigating the Jihadi Network” which details the threats from the Global Islamic Movement to the communities in which UTT teaches.

UTT does, however, teach how Hamas (dba CAIR) and the broader Muslim Brotherhood (MB) define an “Islamic Center/Mosque” and view its role per their own documents entered into evidence in the largest terrorism financing and Hamas trial ever successfully prosecuted in American history – US v Holy Land Foundation for Relief and Development (“HLF”), Dallas 2008.

The MB defines an Islamic Center/Mosque as the place in which jihadis are housed and trained, and the place from which the jihad will be launched.  UTT, in its program then uses the Mosque Survey – which was produced by Hamas (dba CAIR) – which states that in 2010 there were 2106 Islamic Centers/Mosques in the United States.  Most of these mosques are owned/controlled by the MB and, therefore, are hostile to to the U.S. and its citizens.

In discussing HOW to respond to UTT training, Corey Saylor teaches other Hamas trainees/operatives how to “embarrass” the law enforcement hosts to shut down the program and have the continuing education credits removed.

In all of this it must be remembered that CAIR is Hamas, and this is a war.  In this case, Hamas is waging a war to bring pressure on law enforcement agencies to shut down any training that speaks truth into the threat the Global Islamic Movement poses so local and state law enforcement officers will not know the truth about the threats facing their communities.

The response from law enforcement to the UTT 3-day program is always the same:  few if any of the law enforcement officers know the information presented, and all of them agree the information UTT teaches is critical to keeping their neighborhoods safe.

CAIR tells Muslims to Defy Customs Agents

(THE UNITED WEST) The Council on American Islamic Relations (CAIR) has called on Muslims to openly defy U.S. Customs Agents when questioned on travel from Islamic controlled countries by saying, “None of your Damn Business.”

Hassan Shibly (Executive Director CAIR, Florida) also encourages Muslims to agitate Customs Agents by saying Islamic prayers “very loudly” when questioned. Shibly also stated that he was, “Asked to do this by our friends from within the government.” Hassan Shibly was awarded by Nihad Awad (CAIR co-founder and National Executive Director) as “CAIR Chapter of the Year” in 2013.

CAIR’s open defiance of law enforcement has been well documented. In 2011 CAIR, California posted flyers on their website featuring a sinister looking FBI agent with the headlines, “Build a Wall of Resistance,” and “Don’t Talk to the FBI.”

The FBI has reportedly cut ties to CAIR after the Holy Land Foundation trial during which CAIR was listed as an unindicted co-conspirator along with its co-founder Omar Achmad as supporters of the terrorist group HAMAS.

In November 2014 the United Arab Emirates specifically listed CAIR as a “terrorist organization,” saying the group is linked to the Muslim Brotherhood, promotes extremism and incites and finances terrorism, adding that it wears “a cloak of democracy and liberalism.”

In July 2014, Breitbart released a story showing video of Shibly’s CAIR, FL group sponsoring an pro HAMAS rally in Miami where members were chanting, “We are HAMAS. We are Jihad.”

Muslims Want A Revolution In America

This is why there will be turmoil  leading to November.

Despite it’s peaceful name, this conference hosted by the Muslim Brotherhood group Muslims for America (MAS), is anything but. Held every year in Chicago, last years conference set a different tone. With speakers such as Tariq Ramadan, grandson of the founder of the Muslim Brotherhood, and  CAIR’s Hamas supporter Nihad Awad, their message is one everyone should hear.

It doesn’t get any clearer. The Muslims want a revolution in America, however it won’t be the Muslims doing the dirty work. They have chosen to embrace radical black groups that  continue to deliver a message that is based on lies. “Hands up don’t shoot”, which came from the shooting of Michael Brown in Ferguson, has been the mantra, but is false. The Council of Islamic American Relations (CAIR) joined forces with Black Lives Matter to help promote these lies. Another lie circulating on social media, and driven by Muslims, is Americans voting to have Muslims banned from entering the United States. This, taken from, and out of context by a statement made by presidential candidate Donald Trump, where he suggested Muslims not be allowed to cross our borders until the government can properly vet refugees and develop a way to ensure terrorists are not among them.

This wasn’t on any ballot, this isn’t a question being asked of voters, this is a blatant lie  spread by a Black Lives Matter member. 

Meanwhile, another radical director of CAIR, Hassan Shibly of Tampa FL, and a staunch supporter of Bernie Sanders, brags about being at the White House.

CAIR has joined forces with the Black Lives Matter group, CAIR has been designated a terrorist organization in the United Arab Emirates (UAE) and CAIR has been found to be an unindicted co-conspirator  in the United States’ largest terrorist funding trial held in Dallas TX called the Holy Land Foundation trial.

The pieces of the puzzle are coming together.

An administration that has divided the country, hosting groups that want to dismantle it, who  in turn are embracing those that will cause destruction and chaos.

Hold on America, here it comes.

An Islamic Revolution in America?

Islamists “Feel The Bern”, But For Their Own Agenda

Islamists in Florida, like Hassan Shibly, have a message for us. “Only in America do you see Muslims united to support the first Jewish president of the United States.”   Muslims are flooding to rallies to support Bernie Sanders not because he is right for America, but because he is right for Muslims.  Sanders has vowed to end Islamophobia,  which in reality is suppressing free speech, something Muslims across America desperately want.

Hassan Shibly, the director of the Council on American Islamic Relations (CAIR)/Hamas/ Muslim Brotherhood in Florida, has been active in campaigns to stop Muslims from assisting American law enforcement like the FBI, in investigations involving Muslims and mosques. Shibly, as he likes to brag, is an attorney, and an activist but also a Syrian. Ah, the clincher, Syria.

Shibly prepared a letter to Sanders asking for him to consider changing his position on Syria, and arranged a private meeting with him, which resulted in Shibly addressing a Sanders rally in Tampa FL, with over 9000 in attendance.

In his letter to Sanders, Shibly requests the demands of the Syrians be listened to, even including a letter from a Syrian refugee. Undoubtedly, the hopes of Islamists for the new President would be for the United States to accept the thousands of Syrian refugees, at all costs.

In an 8 minute speech, Shibly spoke only of Muslims being harassed, and the GOP promoting hatred of Muslims and Islam. 8 Minutes of playing the victim to thousands of young adults anxious to elect a socialist as President of the United States. Brilliant.

But is the support of Muslims real for a Jewish candidate? Shibly is one of the most outspoken, well known leaders of CAIR, an arm of Hamas, whose Executive Director Nihad Awad publicly stated he supports Hamas.  Hamas in Palestine is at war with Israel, Palestinians murder Jews everyday.

Shibly’s cohort, Ahmed Bedier also attended the meeting with Sanders, even literally embracing him afterwards. Unfortunately, as much as Shibly and his Islamist friends outwardly back Sanders, their agenda is all about paving the way for Islam. Sanders stance on the Palestine- Israel conflict is also just what they want. It all comes down to which candidate will do what the Islamists want.

However, to those that know Islam,they know the true intentions of Islamists embracing a Jewish man like Sanders. Even the prayer Muslims must recite several times a day reflects the truth, the Al-Fatihah 1:7, in which they ask Allah to not make them the same as the Christians and the Jews.

Obama White House Turns To Islamists Who Demonize Terror Investigations

Jihadist attacks in San Bernardino and Paris have Americans on edge. Yet part of the Obama White House’s response to the attacks has been to invite Islamist groups that routinely demonize the FBI and other law-enforcement agencies to the White House to discuss a religious discrimination. “If we’re to succeed in defeating terrorism we must enlist Muslim communities as some of our strongest allies, rather than push them away,” President Obama said in his speech following the San Bernardino attack.

But partnering with such organizations sends the wrong message to the American people, said Zuhdi Jasser, president of the American Islamic Forum for Democracy (AFID).

“I think it says a lot when the president uses those organizations that have an ACLU-type mentality. They should have a seat at the table. That’s fine,” Jasser said.  “But not to include groups, which have completely different focuses about counter-radicalization, counter-Islamism creates this monolithic megaphone for demonization of our government and demonization of America that ends up radicalizing our community.”

A White House spokesperson acknowledged to the Investigative Project on Terrorism that the Dec. 14 meeting on countering anti-Muslim animus included Hassan Shibly, executive director of Council on American Islamic Relations (CAIR) Florida chapter. The same forum – attended by Senior Adviser Valerie Jarrett and Deputy National Security Adviser Ben Rhodes – also included Farhana Khera, president and executive director of Muslim Advocates; Maya Berry, executive director of the Arab-American Institute (AAI); Mohamed Magid, imam of the All Dulles Area Muslim Society (ADAMS); and Hoda Hawa, director of policy and advocacy with the Muslim Public Affairs Council (MPAC) among others.

The White House guests, or the organizations they represent, have long histories of criticizing counter-terror investigations. CAIR leads the pack. Its Philadelphia chapter is advertising a workshop, “The FBI and Entrapment in the Muslim Community,” which features a spider with an FBI badge on its back, spinning a web of entrapment around an image of a mosque. The workshop “provides the tools needed to prevent entrapment of community members to become terrorists in the commonwealth of Pennsylvania.”

Since 9/11, CAIR has repeatedly taken the side of defendants accused of financing or plotting attacks, calling their prosecutions a “witch hunt” against the Muslim community.  For example, CAIR denounced the prosecution of Sami Al-Arian, who turned out to be the secretary of the Palestinian Islamic Jihad’s governing board, as “politically motivated” and a result of the “Israelization of American policy and procedures.”

A year ago, CAIR similarly protested the incarceration of Aafia Siddiqui, aka “Lady Al Qaeda” – convicted in 2010 of trying to kill two FBI agents. The protest came after the Islamic State (ISIS) offered to spare the lives of executed American photojournalist James Foley and aid worker Kayla Mueller in exchange for Siddiqui’s release.

CAIR also denounced the December 2001 shutdown of the Holy Land Foundation for Hamas support, saying, “…there has been a shift from a war on terrorism to an attack on Islam.”

Demonizing law enforcement and spreading “the idea that America and Western societies [are] anti-Muslim – the whole Islamophobia mantra is part of the early steps of radicalization so that Muslims get separated out of society,” Jasser said. “These groups certainly aren’t on the violent end of the Islamist continuum, but if there’s a conveyer belt that goes towards radicalization then it certainly starts with this siege and separatist mentality.”

CAIR has used such inflammatory imagery and rhetoric for years, with its San Francisco chapter removing a poster urging Muslims to “Build a Wall of Resistance – Don’t Talk to the FBI” in 2011 after the IPT reported on it.

Later that year, a CAIR-New York official told a Muslim audience that FBI agents would break the law to force them to talk. That includes threats and “blackmail, seriously blackmail; that’s illegal,” Lamis Deek told the audience. “But they’ll do it.”

Jasser blames CAIR and others which spread similar rhetoric for the increased fear of Islam and Muslims in America since 9/11 because they refuse to discuss Islamic extremism and the role Muslims have in fixing the problem.

1324“This creates a climate where people don’t trust us to be part of the solution,” Jasser said. “People say that if you aren’t part of the solution then you are part of the problem, which creates more fear and distrust.”

Neither Jasser nor the AIFD, which advocates for “liberty and freedom, through the separation of mosque and state,” were invited to the White House meeting. Also shut out were Jasser’s colleagues in the new Muslim Reform Movement, whose members “reject interpretations of Islam that call for any violence, social injustice and politicized Islam” and stand “for secular governance, democracy and liberty. Every individual has the right to publicly express criticism of Islam. Ideas do not have rights. Human beings have rights.”

The White House did not reply to a request for comment about Jasser’s characterization of these groups; however, it previously said it engaged CAIR because of “their work on civil rights issues” despite the group’s Hamas ties.

Former FBI Associate Deputy Director Buck Revell also finds the White House’s choice of Muslim groups troubling.

“It’s a very confusing time and circumstance when you have the White House dealing with people who have fronted for the Muslim Brotherhood and are the spokespeople for Hamas in the United States and you bring them in for a conference at the White House and say they are supposed to speak for the Muslim community in America,” Revell said. “It’s unhelpful to have the White House essentially fronting for groups that want to make it harder to reach the jihadists in our society and in effect flush them out.”

Khera’s group Muslim Advocates has a pending lawsuit against the New York Police Department regarding its surveillance of mosques and other Islamic institutions using undercover police officers and informants.

“One of our key priorities at Muslim Advocates is ending racial and religious profiling by law enforcement,” Khera says in a YouTube video supporting the suit. “We’ve done work to combat profiling by the FBI, by Customs and Border Protection and now more recently we’ve had concerns about the way the New York Police Department – the nation’s largest police department – has been conducting itself.”

Like CAIR, Khera has called the FBI’s sting operations and informants against potential jihadists “entrapment operations” that rope in individuals who might otherwise never engage in terrorist activity.

CAIR’s Shibly also used the entrapment narrative in a June 2014 blog post in which he argued that the “FBI entrapment program targeting the Muslim community” was an example of tyranny. Many other CAIR representatives, such as Michigan director Dawud Walid, previously alleged the FBI has “recruited more so-called extremist Muslims than al-Qaida themselves.”

AAI stops short of embracing the entrapment narrative but labels surveillance programs by the NYPD and other government agencies “unconstitutional, ineffective, and counterproductive.” New York’s Mayor Bill De Blasio disbanded the NYPD unit responsible for infiltrating the city’s mosques and Muslim gathering places looking for potential terrorists in April 2014 under pressure from Muslim groups.

Another group, the Assembly of Muslim Jurists of America (AMJA), which counts Magid as a member, published an article in 2008 written by Hatem al-Haj, a member of its fatwa committee, giving religious justification for not cooperating with authorities. Al-Haj wrote it was “impermissible” for Muslims to work with the FBI because of the “harm they inflict on Muslims.”

However, the Muslim Public Affairs Council (MPAC), which formerly accused the FBI of entrapment, conceded in 2013 that informants can be useful detecting terror cells and keeping them off balance.

“To be fair, informants at times can be effective in counterterrorism investigations even against cellular structures. Because terrorist groups are concerned about their operational security, fear of informants can create and increase tensions within a terrorist cell. As a result, it may generate enough paranoia that a cell may abandon a planned operation,” MPAC said in its 2013 report “Building Bridges to Strengthen America.”

Looking for jihadis before they strike is a bit like looking for a “needle in a haystack,” so sting operations are useful in finding them before it’s too late, according to Revell.  He says such operations can be useful in preventing the next San Bernardino.

“If you don’t find them when they are talking jihad and you have to wait until they take an action then it’s too late to be able to prevent casualties and ensure that the public is safe,” Revell said. “There certainly is knowledge among those looking to do any type of jihadi activity that there is a force out there that is countering them and that they need to try to cover their activities to the greatest extent possible.”

In the past year, the Islamic State (ISIS) has published at least two documents instructing its jihadis how to evade being lured into stings by the FBI or other law-enforcement agencies.  The ISIS manual “Safety and Security guidelines of the Lone Wolf Mujahideen” devotes a chapter to evading FBI stings by testing the weapons they receive prior to using them in an attack.

Khera’s organization stood front and center in 2011 when Muslim groups called on the Obama administration to purge FBI training materials that they deemed offensive.  Shecomplained in a Sept. 15, 2011 letter that counterterrorism materials then being used to train FBI agents about Islam used “woefully misinformed statements about Islam and bigoted stereotypes about Muslims.” Such allegedly misinformed statements included characterizing zakat – the almsgiving tax mandate on all Muslims – as a “funding mechanism for combat” and that “Accommodation and compromise between [Islam and the West] are impermissible and fighting [for Muslims] is obligatory.”

Yet numerous Muslim commentators, including from the Herndon, Va.-based International Institute for Islamic Thought (IIIT), describe zakat as a funding mechanism for jihad. A footnote for Surah 9:60 found in “The Meaning of the Holy Qur’an” published with editorial assistance from IIIT, says that zakat can be used among other things to help “(4) those who are struggling and striving in Allah’s Cause by teaching or fighting or in duties assigned to them by the righteous Imam, who are thus unable to earn their ordinary living.”

The AMJA issued a fatwa in August 2011 stating that zakat could be used to “support legitimate Jihad activities.”

Top Muslim Brotherhood ideologue Sheikh Yusuf Qaradawi similarly states in his book, Fiqh of Jihad, that zakat may be spent to finance “the liberation of Muslim land from the domination of the unbelievers,” particularly against Israel and India in Kashmir.

Numerous Islamic charities have been cited or closed down in connection with terrorist financing since the September 11 attacks. Qaradawi’s actions back up his words. In 2008, the U.S. Treasury Department sanctioned the Union of Good, a network of charities headed by Qaradawi, for Hamas fundraising. That same year a federal court jury convicted the founders of the Richardson, Texas-based Holy Land Foundation (HLF) for illegally financing Hamas.

“The government’s policy has inflicted considerable harm,” MPAC’s Salam al-Marayatiwrote in 2001 after federal authorities closed the Benevolence International Fund (BIF). “By effectively shutting down these charities, it has given Americans the false impression that American Muslims are supporting terrorists. It has also given the Muslim world a similarly false impression that America is intolerant of a religious minority.”

Representatives of MPAC, CAIR and Muslim Advocates each condemned the HLF prosecution or its subsequent verdict.

In the end, the White House’s decision to empower these groups sends a mixed message to the American people that it isn’t fully interested in rooting out the causes of jihadist terror and preventing future attacks.
